The Mayor of Gjirokastra, Flamur Golemi, appeared this Thursday at the Special Prosecution Office against Corruption and Organized Crime (SPAK). He was questioned by SPAK prosecutors for about three hours.

As he left the SPAK premises, in a brief statement to the media, he said that he had been called to provide explanations in his capacity as a "person in knowledge" about an issue that, according to him, is related to the Municipality of Gjirokastra.

"I gave a statement as a person in knowledge about an issue related to an institution of the Gjirokastra municipality ," he said.

Despite the fact that the mayor of Gjirokastra did not provide details regarding the matter for which he was summoned, it is learned that Golemi was questioned about a suspected corruption scheme with Gjirokastra Municipality tenders.

The suspicions are that Golemi was involved in a corruption scheme worth 620 thousand euros, with businessmen Ferdinant Çaushi and Isuf Meçi, with the tender for the reconstruction of the existing building and the emergency room and technical room at the 9-year school 'Urani Rumbo' in Gjirokastra.

In October 2025, the Municipality of Gjirokastra announced the winners of the companies Ina shpk of Ferdinat Çaushi and Eurobeton of Isuf Meçi for the reconstruction of the 'Urani Rumbo' school. The limit fund was 780 thousand euros, while the winning bid resulted in 620 thousand euros.

Up to this stage, everything seems normal, but the scandal arises in the implementation of this reconstruction project. The contract for the reconstruction of the school has begun to be implemented by the Municipality of Gjirokastra with its employees, despite the fact that the money had been received by businessmen Çaushi and Meçi. In other words, teams from the Municipality of Gjirokastra have been carrying out work on the facility in question instead of the two contracted companies, winners of the 600 thousand euro tender, money which the two businessmen are suspected of having shared with Flamur Golemi.

The scheme is as simple as it is flagrant and a challenge to justice. The tender was won by the companies Ina shpk and Euro Beton shpk, while the works were carried out by the Municipality of Gjirokastër, practically implementing the contract for which it paid the two companies in question.

Ferdinant Çaushi and Isuf Meçi are suspected of being part of Flamur Golem's clientele, as they previously negotiated the 400 thousand euro tender for the reconstruction of Zhulat Street, Gjirokastër, Lot I.
