The construction of the road from Palasa to Dhërmi was tendered in 2021 with a predetermined limit fund of 1.62 billion ALL. In the competition held by the Albanian Road Authority, 7 offers were presented, where the lowest was that of the Gener 2 company with 976 million ALL or about 9.3 million euros.

But ARRSH announced the winner of the company Gjikuria, which offered to build the road for 1.56 billion lek or about 14.8 million euros. Gener 2 and several other companies with lower bids were disqualified on the usual grounds of not meeting the qualifying criteria, and the bid that was 5.5 million euros more expensive than Gener's bid was selected.

And yet the madness of Palasa Dhërmi street did not end there. Now the government has decided to give another 3.5 million euros as an additional contract for the construction of the road. The supplement is foreseen in the next year's draft budget and will be disbursed in the following 4 years.

In conclusion, the final cost for the construction of the Palas-Dërmi road with the new addition is 1.94 billion ALL or 18.5 million euros. Fixed twice as expensive as the best tender offer for the road.

In short, a private company offers to build a road for 9.3 million euros. But ARRSH announces the winner of the other company with the highest offer, to which it will pay the full 18.5 million euros with the last gift from the budget. Thus, Albanian taxpayers are forced to pay 9.2 million euros more.

But the Palasë-Dërmi road is not the only segment that receives money from the budget beyond the price offered in the tender. A few days later, Kapitali.al reported that the same thing happens on the Korçë-Ersekë road. Even in the case of Korçë-Ersekë, the addition is a full 5 million euros.

Additions in series for large public infrastructure contracts have turned into a sinkhole, which dissolves citizens' money into thin air. The experience in Albania has shown that whenever the tender is won by offers that have large differences with the most favorable offers, there is always a corrupt affair behind it. The affair of the Kardhiq-Delvinë road and the Ring of Tirana should suffice as examples./Capitali
