Edi Rama criticizes the failure and debts of RTSH, while the government prepares to increase the television tax to 3,600 lek per month for families and multiply it for businesses.
The Prime Minister declared that RTSH no longer deserves funds from the state budget and publicly opened the scenario of closure or privatization. In parallel, the Ministry of Finance has set up a working group to triple the television tax, from 1200 to 3600 lek per month with VAT. The increase is expected to provide about 30 million euros additional per year for RTSH, in an institution where the KLSH report finds abuse of about 60 percent of expenses.
In a meeting with MPs and ministers, Prime Minister Edi Rama spoke about the poor programming quality and debts of Albanian Radio Television, saying:
– RTSH is an example of complete failure, sinking from debt to debt and they ask us for additional funds, but we will not give them a single lek until they deserve the taxes of Albanians. Every option should be open to RTSH: closure, partnership, privatization or other possibilities.
This statement by Prime Minister Edi Rama is part of a premeditated scheme, in support of the request made by the director of RTSH, Eni Vasili, for increased funds from the state budget and through doubling or tripling the television tax.
We say it was premeditated, because according to information from sources within the Ministry of Finance, a week before the statement not to increase funds to RTSH, on the orders of Edi Rama himself, Minister Petrit Malaj established a working group to triple the television tax.
Currently, the monthly television tax for families is 1200 lek including VAT, while at the request of the director of RTSH, Eni Vasili, according to the order of Prime Minister Edi Rama and the study being conducted by the Ministry of Finance, the television tax will be 3600 lek per month including VAT and 10–15 times higher for businesses.
Since the order was given by Edi Rama, this tax will be tripled and each family will pay 43,200 lek per year for the high salaries, cars, per diems, bonuses and the large number of directors, bosses and employees that RTSH has, whose number is 1,140.
Currently, Albanian Radio Television collects 15 million euros net per year from the television tax for families and businesses, while after tripling it, it will collect and benefit 45 million euros net per year, which RTSH keeps for itself.
From the state budget, RTSH receives 6 million euros per year, while 7 million euros are secured as income from advertising, contracts, services and other sources, bringing the total budget to around 28 million euros per year. After tripling the television tax, another 30 million euros will be added to this budget.
The Prime Minister swore that he would not give a single penny to RTSH from the state budget, but in practice he will give it an additional 30 million euros, extorting it from Albanians by tripling the television tax.
According to the report of the Supreme State Audit Office, 60 percent of the Albanian Radio Television budget has been abused with excessive expenses, theft through fictitious payments and tenders./ Pamphlet
