The file of 39-year-old Altin Çoku has been published, how he burned his uncle's 15-year-old son with fuel because he wanted to continue the intimate relationship he had with his sister, that is, his uncle's daughter.
This event happened in 2010 in Laç, while the minor was rescued by some residents of the area at that time and suffered burns on 25% of his body.
Kurbin's prosecutor's office accused Altin Çoku of attempted murder of the remaining minor.
But the 39-year-old escaped prison due to mental disorders. From the legal psychiatric examination report dated June 3, 2010 of the Institute of Forensic Medicine in Tirana, it was concluded for Altin Çok that he presented xiphoscoliosis defarms and moderate mental retardation with behavioral disorders and that in his current state of health, there is no need for hospital treatment.
On the part of the prosecution body, it turned out to be incomplete as it did not fully answer the questions asked of it, and under these conditions, on June 14, 2010, the Institute of Forensic Medicine was asked to reformulate the act of forensic and psychiatric-legal expertise. for Altin Çok. From the new psychiatric-legal report dated July 7, 2010, it was concluded that at the time of committing the criminal offense, Altin Çok's mental state was disordered, he was not able to control his actions, understand the importance of his actions and realize that he was committing a criminal offense.
This expertise declared Altin Çok not responsible before the law for the criminal offense. Experts said that there was no need for him to be treated medically as mental retardation does not benefit from hospitalization. According to them, he needed to be under the supervision of family members and district psychiatrists. But the Prosecutor's Office of Kurbin requested re-examination again, when on December 20, 2010 it was found that he suffers from mild mental retardation to complicated models with antisocial personality disorders.
His mental state at the time of committing the criminal offense was relatively altered, substantially impairing his ability to control his actions, including the ability to assess the criminal nature of the offense. In this expertise, doctors recommended forced outpatient treatment. In conclusion, the court accepted the request of the prosecution and decided on compulsory outpatient treatment according to the recommendations of legal psychiatrists.
