Ismail Mulleti gave Shkëlzen at least 350,000 euros in 2008-2009, while Berisha then gave Mullet a concession from which he earned over 1 million euros a year.
On July 14, 2008, Shkëlzen Berisha and businessman close to DP Ismail Mulleti sign a contract. According to this contract, Shkëlzen's task was to mediate the purchase of properties in the village of Rinia in Durrës, in cadastral area 31 84, with property number 60/2, 60/3, 60/4, 60/5, 60/6, 60/ 7, 60/8, with an area of 57,494 m2. Shkëlzeni had to identify potential sellers of the land, identification of properties, data on sellers, etc.
For this service, which could be performed in just a few minutes, through a verification by state institutions, Shkëlzen Berisha received 200,000 euros from Ismail Mulleti.
The fictitiousness of the service, through which the son of the former prime minister received the money, is only one side of the coin, as there are strong doubts that the amount of 200,000 euros is not the real value. Likewise, the cadastral area is the same as the area where Damir Fazlliç bought land from Argita and Jamarbër Malltezi, land that they had bought for free. Argita bought land for 10 euros per square meter and sold it to Fazllic for 18 euros per square meter.
Then Berisha enters the game, who by government decision expanded the area of the energy park in Porto Romano, including the land of Fazllic, his daughter's client.
On December 11, 2009, in Rinia Village in Durrës, in the Porto Romano area, Shkëlzen Berisha concluded another contract with Stellar Real Estate Investmens Albania sh.pk, to find a buyer for the purchase of about 50 thousand m2 of land they own, receiving as a reward 3 euros for each square meter.
In this particular case, Shkëlzen Berisha earns another 150,000 euros for his service.
The company that sells 50,000 square meters of land in the village of Rinia is managed by Entela Shehajn, that is, the same person who is a partner of Ismail Mulleti, who pays Shkëlzen Berisha to find the land for purchase in the village of Rinia.
And if the buyer and the seller are partners between them, why do they need to pay Shkëlzen Berisha 350,000 euros for an unnecessary mediation between them? Because businessmen, in order to get a concession, permit, tender or favor from the Berisha government, had to fabricate large payments to Shkëlzeni or Argita.
On February 27, 2013, the Ministry of Finance headed by Ridvan Boden concluded the concession contract with the company GFI Albania (which did not exist on paper) for fuel marking and monitoring. It is about the company part of the Panama Papers scandal.
The company GFI Albania, founded 1 month after the contract was signed, was owned in 99.3 percent of the shares by the company Petroleum Consultin Partners LLC and by Global Fluids International with 0.7 percent of the shares.
From the data submitted to the register of final beneficiaries, it appears that the beneficial owners of GFI Albania, and therefore of the concession, until February 2023 were Ismail Mulleti and Assaf Halkin.
On February 16, 2023, Mulleti and Helkin sell the company Petroleum Consultin Partners LLC, therefore GFI Albania, and the concession to the Turkish citizen Nerve Korkmaz.
So, Ismail Mulleti gave Shkëlzen at least 350,000 euros in 2008-2009, while Berisha then gave Mullet a concession from which he earned over 1 million euros a year.
The Panama Papers scandal
In 2016, Ismail Mulleti was included in the voluminous files of the "Panama Papers" financial scandal. He is a co-owner of "GFI Technologies" with the Israeli Assaf Halkin.
This company, to which Berisha had given the fuel branding concession, is one of those created in the tax haven of the law firm "Mossac Fonseca" in Panama. The two partners registered the company in May 2013 on the island of Anguilla in Central America. Mulleti and Halkin have another company registered in Albania. KKR documents show that they are partners with 45% in the "IMAH" company, with an address in the business center on "Murat Toptani" street.
Mulleti is a name with a long history in Albania. He is known to be rumored for his connection with the company "Shqiponja" very close to the Democratic Party, during the years 1992-1996, and other businesses close to the Democratic Party. /Backstage
