The conditions, the buildings, the staff, all the attention went to the special structures that would fight organized crime and corruption at high levels, the connections of crime with politics or vice versa.
Meanwhile, other investigation structures, ordinary prosecutors' offices, those that do not bear the designation 'special' were left in oblivion.
The "Pamphlet" is stopping today at the Tirana Prosecutor's Office, the most important and largest in the country, perhaps due to its specificity, approaching in importance even the SPAK itself.
Many of the prosecutors in this prosecutor's office have the same years of experience as those in the Special Prosecutor's Office, have passed the same vetting requirements, that is, have been evaluated by the same evaluation committees, have passed the same filters, and do their work without bodyguards or increased media attention. In fact, based on the law, each of them has the right to register criminal cases, even against subjects that are today known as 'SPAK's competence'.
Despite being located in a separate building, at the end of what was once known as the 'Brrakë area', Tirana's prosecutors, along with their staff, work in completely unusual conditions.
A quick observation is enough to understand that the Tirana prosecutors' corps is 'forgotten' and then think about what could happen to the district prosecutors' offices.
In an office, no more than 12-13 square meters, you can find 4 people, prosecutors and the OPGJ, while files filled with documents are found everywhere. The shelves have no more room, and the excess ones are placed on the floor, making it difficult to move around. Others are placed on the tables, covering the one behind it, the OPGJ, who from time to time, when he has to question someone, has to stretch out a little, to get past the 'wall' of files that is on the table.
This is enough to understand the working conditions in the largest prosecutor's office in the country, without calculating whether the body of prosecutors is complete or not and whether it can cope with the entire volume of work originating from a city where, according to the latest report of the General Prosecutor's Office, it has the highest number of criminal offenses, even with an increase compared to last year.
If someone does not know what institution they are entering, just from the panorama they are faced with, they will think that the building is not the Prosecutor's Office and those people behind the desks or in the offices are neither the Prosecutor's Office nor prosecutors. Everything resembles a silo or warehouse, with the only difference that the entire large space is divided into small offices, where files and documents are deposited, which at any moment can 'blow up' several years of work if they are damaged, lost, flooded...
And this situation is known to all those who have a duty to know. The KLP, the Government, the Ministry of Justice know it. In the last report to the Assembly, Besford Lamallari, the new Minister of Justice, has promised investments.
"It is a work that has begun, we have requested the identification of the needs for buildings, it has been requested to classify, the most immediate needs where intervention is needed, Durrës, Tirana, Fier, but also Saranda when we talk about the prosecutor's office. The deadlines remain to be communicated later, depending on the work, such as for design, security elements, premises, the number of offices, which are determined by the prosecutor's offices and courts", said Lamallari.
