The Director of the Mortgage Office, Martin Kala, has turned his office into an illegal counter for transferring properties.
Former SMI functionary, Martin Kala was catapulted into one of the most important directorates of the Albanian State Police, the Tirana Rural Local Directorate 1. Without any professional merit, without any curriculum, he was placed at the head of the institution that controls properties on the outskirts of Tirana and in rural areas, precisely where oligarchs and crime have built giant villas and towers, paving the way for the illegal transfer of properties from hand to hand.
But Kala did not go there to serve the citizens, but to turn the Mortgage into a tool for personal enrichment, using his position to facilitate the illegal transfer of properties and to receive large sums of money in exchange from those who needed a quick fix.
In his hands, Hipoteka turned into an illegal notary office, where public and private properties were alienated at lightning speed. Kala became the “notary” of crime, signing the transfer of assets for businessmen and oligarchs, receiving in return insane fees for legalizations. His accomplices? A network of notaries identified by the authorities, willing to turn a blind eye to forged documentation, manipulated borders, properties that changed hands overnight.
At the center of this bargain is Martin Kala himself. While ordinary citizens faced queues, illegal fees and lost documents, Kala was building his fortune. In the TEG area, one of the most coveted plots of land in Tirana, property was transferred to the names of his close people, not by chance, because where concrete circulates, dirty money also circulates.
But the chain does not end with Martin Kala. His brother, Admirim Kala, a candidate for MP of the SMI, owner of LACONICS shpk , established with "startup" funds, has in the company's statute assistance and mediation in the sale-purchase of real estate and assistance in the property registration process, assistance that constitutes the direct bridge connecting with the cadastre and his brother's profession in Mortgage.
In addition to the Startup funds, LACONICS shpk has already benefited from 12 local public contracts worth 34,125,700 lekë. Meanwhile, in the last 5 years, several properties in the Farka area appear in the names of the family members of director Martin Kala, another link that connects his public position with the enrichment of his relatives.
Admirim Kala appears as a partner in a holding company opened in October 2025 in Tirana, together with two Italian citizens, who in Italy operate in the Superbonus market, a sector devastated by the crisis and brought down by the Guardia di Finanza investigations, with billions of euros seized in Syracuse and Salerno. But that is another story.
Today the focus is on Martin Kala, the director of Hipoteka who became the gatekeeper of Albanian properties, opening the door to anyone who paid. A “notary” of crime in the heart of ASHK, untouchable, unwavering, while citizens continue to wait for decades for their right to property. The atrocity committed by Martin Kala in ASHK, the Tirana Rural Local Directorate 1, cannot remain unanswered. The data, documents and evidence of the illegal transfer of properties require an in-depth investigation by SPAK, the only institution that can penetrate this labyrinth of corruption. If the special prosecution does not intervene, this atrocity will continue to eat Albanian property, while Kala will continue to sign in silence... /Pamphlet
