
Former prosecutor Ervin Karanxha revealed the case of the extradition of an Albanian citizen from Dubai, even though our country does not have an extradition agreement with Dubai.
Karanxha said that there is no genuine extradition agreement between Albania and Dubai, even though the Criminal Procedure Code provides for procedures to be followed in relation to foreign authorities.
"There is no genuine extradition agreement between Albania and Dubai. The Criminal Procedure Code clearly defines what procedural actions are taken with foreign authorities. But we should have an agreement. We do not have a genuine agreement," he said.
According to him, there have been discussions between the two countries, but not a structured treaty like the one Albania has with other countries, such as Italy. He stressed that in some cases returns have been carried out not on the basis of an extradition agreement, but relying on legislation on foreigners.
"It is noted that in some cases there are returns. It is not within the framework of a genuine extradition agreement, as we have with Italy, but here we have, so to speak, the law on foreigners. One of the people I am aware of has had a conflict there and they have returned him," Karanxha told "A2 CNN".
He also mentioned the possibility of lobbying for certain individuals, hinting that in some cases there may be interventions to facilitate the return of individuals to Albania.
"On the other hand, there is also lobbying that can be done for certain people. Conflicts are stimulated, incited, or even the state itself can lobby for certain people to bring them in," the former prosecutor stated.
His statements shed light on the mechanisms through which some returns from Dubai are carried out, in the absence of a formal extradition agreement between the two countries.
