It is a 35-year concession permit for the construction and use of the photovoltaic electricity generating plant in the Topojë area of Fier, given to the company "2T" Sh.pk of the head of the guard, Gramos Sako, which he formally passed with papers to his brother Artan Sako.
Along with this company, to make it appear as if the concession and the construction permit are held by two different companies, the head of the Guard has also introduced the phantom company "2B-1979" Sh.pk, which is a branch of his company "2T". Sh.pk, even the administrator has Bledar Broskën, in charge of the Vehicle Service Center of the State Guard Police.
As a reminder, the company "2T" Sh.pk of Gramos Sakos, has built for free the 4-story building of Linda Rama on a flower garden near the Institute of Hygiene in Tirana.
