On Wednesday, October 18, 2023, Prime Minister Edi Rama, as Chairman of the National Council of the Territory, included in the list of development and construction permits the construction company owned by the Commander of the Guard, Gramos Sako, whom his subordinates call " Bey of the Guard", after entering the 11th year in a row in this position.
It is a 35-year concession permit for the construction and use of the photovoltaic electricity generating plant in the Topojë area of Fier, given to the company "2T" Sh.pk of the head of the guard, Gramos Sako, which he formally passed with papers to his brother Artan Sako.
Along with this company, to make it appear as if the concession and the construction permit are held by two different companies, the head of the Guard has also introduced the phantom company "2B-1979" Sh.pk, which is a branch of his company "2T". Sh.pk, even the administrator has Bledar Broskën, in charge of the Vehicle Service Center of the State Guard Police.
As a reminder, the company "2T" Sh.pk of Gramos Sakos, has built for free the 4-story building of Linda Rama on a flower garden near the Institute of Hygiene in Tirana.
After the SP came to power in 2013, Gramos Sako was appointed Commander of the Guard, where there are many scandals with tenders, employment of traffickers, disappearance of 8 weapons of the guard that were used on January 21, 2011, as well as the disappearance of evidence allegedly by himself - the killing of the driver of Fatmir Xhafaj within the premises of the Guard.
While his company "2T" Sh.pk, during the 10 years of power of Edi Rama, has received 183 million Euro tenders and concessions with a term of 35 years for 13 HPPs, in partnership with the oligarchs Rrok Gjoka and Arbër Abazi and with a person named Abdulaziz Alarifin from Saudi Arabia.
It was Babloku, the one who passed the commander of the Guard in the police vetting, after all he was fired, but the vetting commission that depended on the minister Sandër Lleshaj and Muhamet Rrumbullaku of SHÇBA, ordered the members of the commission to falsify the investigation report.
