The election scandal in Berat: How Salillari 'buys' 300 million votes

Pëllumb Salillari, the favorite oligarch of the Rama government, is throwing millions at the illegal financing of the SP campaign in Berat, Kuçovë and Dimal. SPAK remains indifferent, while the evidence of electoral crime is evident. Corruption and vote buying, under the silence of justice, further deepen the crisis of democracy in the country...

One of the most beloved oligarchs of Edi Rama's government, Pëllumb Salillari, is openly and massively financing the Socialist Party's electoral campaign in the Berat Region. Exclusive sources for "Pamfleti" indicate that businessman Salillari has taken under his patronage 10 main electoral centers in Berat, Dimal and Kuçovë, putting millions at their disposal.

These large funds are used to pay for rent for electoral offices, payments to activists in the field, propaganda in local media and social networks, as well as for buying votes through patronage agents specializing in this criminal practice, who have the "experience" of the 2017-2023 election campaigns.

According to sources, the local structures of the Socialist Party themselves confirm that Salillari is distributing millions of euros, which arrive at the electoral centers through trusted persons, directly appointed by the political leaders of the regions, who then organize the distribution of funds according to the importance and weight of each electoral zone.

This criminal practice is repeated. In the 2023 local elections, in Kuçovë and Dimal, oligarch Salillari openly financed the socialist mayoral candidates, Kreshnik Hajdari and Juliana Mema, using the same financial vote-buying schemes.

In the 2017 and 2021 parliamentary elections, Salillari was also implicated in the illegal financing of the SP campaign, also financing state police leaders to exert pressure on citizens and block any denunciations.

The Special Prosecution Office (SPAK) has before its eyes sufficient evidence to act against this electoral crime, as Pëllumb Salillari's actions are a flagrant violation of the law. With over 50 building permits for towers, hotels and palaces and nearly 300 million euros in tenders, concessions and state assets from the Rama government, Salillari's activity constitutes a pure case of corruption and vote buying.

The silence and passivity of law enforcement and justice structures is worrying, proving once again that the oligarchs in power remain untouchable, while the judiciary and police dare not investigate and punish the main financiers of the ruling party./ Pamphlet
