A sidewalk in what is called the Orbital Forest between "Dervish Luzha" and "Ali Beshiri" streets is supposed to be 720 meters long.
But when the Auditors of the State Supreme Audit Office went to the field to make the measurements, unlike the situation, it turns out to be only 230 meters. So the length is 490 meters less than the situated length.
This is just one of several strange cases that KLSH has ascertained during the audit of the Directorate of Cleaning and Greening in the capital, which may seem modest in terms of monetary value, but are public money spent inefficiently.
As well as the lack of this sidewalk, the KLSH has found fewer benches in the field than was reported, fewer flower beds or other works that are the responsibility of this directorate. Specifically, KLSH has listed its findings like this.

According to the final situation and the measurement booklets, the length of this work item is 50 m, after verification in the field it was found that this work item was realized with a length of 30 m. From the recalculation, the length of this work item is 20 m less than the actual length. Flower garden near TOB.
Zëri Sprucator spërkatës për shatërvan. Sipas situacionit përfundimtar dhe librezave të masave sasia e këtij zëri pune është 10 copë, pas verifikimit në terren u konstatua se ky zë pune është realizuar me sasinë 7 copë. Nga rillogaritja, sasia e këtij zëri pune është 3 copë më pak se sasia e situacionuar. Pylli orbital, ndërmjet rrugëve “Dervish Luzha” dhe “Ali Beshiri”.
Zëri Bordura trotuari 20x35cm të parapërgatitura. Sipas situacionit përfundimtar dhe librezave të masave gjatësia e këtij zëri pune është 720 m, pas verifikimit në terren u konstatua se ky zë pune është realizuar me gjatësi 230 m. Nga rillogaritja, sasia e këtij zëri pune është 490 m më pak se gjatësia e situacionuar. Për këtë investim rezultoi se nuk argumentohet apo justifikohet vlera prej 948,100 lekë pa tvsh / 1,137,720 lekë me tvsh, për llogaritje të gabuara nga fakti i punës së realizuar”.
KLSH has estimated that this situation has come as a result of the lack of supervision of the works. Regarding the situation, it has recommended that the General Directorate of Cleaning and Greening, Municipality of Tirana, take measures to establish a working group to analyze and issue responsibilities for the ineffective use of funds worth 1,137,720 ALL with VAT, a value which it is not argued or justified./ Monitor
