The recommendations of the SAI for the dismissal of directors, based on evidence of their illegal activities, have been rejected and challenged by the government and the relevant ministers, keeping in office the directors who were accused of abuse and destruction of public assets.

But at a time when Prime Minister Rama also demanded the dismissal of the directors of the Municipality of Konsipoli, he has practically taken to the defense of the directors, whom the Supreme State Audit Office has requested to be dismissed as responsible for the abuse of public property and money, creating a 'hole' of hundreds of millions of euros in the state budget.

The dismissal of a deputy mayor of a suburban municipality is being demanded, while the director of the Military Hospital, Edlira Bode, is being defended, for whom the Supreme Audit Office has requested dismissal from duty for corrupt affairs with tenders and mismanagement of the hospital. This standard calls into question Rama's alleged reform of public administration, initially at the local level.
AKBN Director Erind Sulo does not monitor hydropower plants
A few days ago, the Supreme State Audit requested the dismissal of the director of the National Agency for Natural Resources (AKBN), Erlind Sulo, at the conclusion of an audit he conducted following the flood caused by the collapse of the surrounding wall of the Sasaj Hydropower Plant, in the Bunec area of Himara, in January 2025.

Gjatë auditimit u konstatua se shkeljet e përsëritura të koncesionarit kanë kaluar pa u verifikuar nga Agjencia Kombëtare e Burimeve Natyrore, struktura përgjegjëse për monitorimin e zbatimit të detyrimeve nga ana e kompanive koncesionare të hidrocentraleve private.
Bazuar në këto gjetje, KLSH propozon shkarkimin e drejtorit ekzekutiv të AKBN-së, Erlind Sulo. E njëjta kërkesë është edhe për Drejtorin e Drejtorisë së Monitorimit në AKBN, E.M. Ndërkohë, audituesit shtetërorë kanë gjetur shkelje në veprimtarinë edhe të paktën të 8 ish-zyrtarëve të tjerë të institucionit. Por, Sulo nuk ka gjasa të largohet nga qeveria për abuzimet e konstatuara nga KLSH. Sulo do largohet vetëm kur të bëjë rezistencë për të firmosur ndonjë aferë, nëse e kap SPAK-ut dhe nëse rritet në detyrë.
‘Doktori’ i Albpetrolit Eltar Deda
Kur Eltar Deda mori detyrën e Administratorit të “Albpetrol”, në Tetor 2022, detyra e tij kryesore ishte rekuperimi i dëmeve të mëdha ekonomike që i ishin shkaktuar kompanisë shtetërore të naftës nga paraardhësit e tij.
Në një audit të kryer dy vite më parë, Kontrolli i Lartë i Shtetit konstatoi problematika të shumta, të cilat i kishin shkaktuar kompanisë humbje ose fitim të munguar, që llogaritet në miliona dollarë.
Dëmet financiare lidheshin me disa procedura ankandi për shitjen e naftës; debitë e mëdha të krijuara nga mos-pagesa e energjisë elektrike nga ana e kompanive koncesionare që operojnë së bashku me Albpetrol-in; trajtimin financiar të dyshimtë të anëtarëve të Këshillit Mbikqyrës; si edhe në tendera të ndryshëm.
Emërimi i Eltar Dedës u konsiderua si “ilaçi” për përmirësimin e situatës së rëndë financiare në kompaninë gjigande të Albpetrolit.
Por, në një audit të përfunduar në 2023 nga Kontrolli i Lartë i Shtetit, me fokus kryesisht verifikimin e zbatimit të rekomandimeve të lëna më parë, konstatoi se situata e rëndë vijon të thellohet.
KLSH ka mbyllur auditin e përputhshmërisë së ‘Albpetrol” për vitin 2021-2022. Në përfundim të tij ka rekomanduar shkarkimin e menjëhershëm nga detyra të administratorit Eltar Deda.
Pra, sipas KLSH-së, Deda, i cili më herët ka qenë deputet i Partisë Socialiste, ka dështuar plotësisht vetëm në dy muaj detyrë (nga emërimi në tetor 2022 deri në dhjetor 2022, koha e auditimit).
Rekomandimi ndaj tij është një “karton i kuq”. Të largohet nga detyra, si personi kryesor përgjegjës për mos-marrjen e masave të nevojshme në përmirësimin e situatës financiare të shoqërisë “Albpetrol”.
Përgjegjësia e Eltar Dedës kërkohet më shumë tek mos-veprimi i tij për rikuperimin e humbjeve të shkaktuara ndër vite, që rëndojnë bilancin tregtar të kompanisë.
Por, gjithashtu, KLSH ka konstatuar problematika që rëndojnë mbi Eltar Dedën edhe në disa procedura tenderuese qindra-milionë lekë, të zhvilluar në fund të vitit 2022, në kohën që ai e kishte marrë detyrën.
Rekomandimi i KLSH u injorua. Eltar Deda vijon ende të jetë administrator i Albpetrol. Kostoja e qëndrimit të tij është dhjetëra milionë euro. Në media janë publikuar fakte për afera me tenderat, favorizim të Bankres, shpërdorime dhe abuzime të larmishme. Gjithashtu, Prapaskena mëson se një dosje voluminoze qëndron në SPAK, me protagonist pikërisht Eltar Dedën, për një sagë abuzimesh dhe shpërdorimesh në Albpetrol.
Edlira Bode, drejtoreshë e Spitalit Ushtarak
Kontrolli i Lartë i Shtetit ka kërkuar që në shtator të vitit 2023 shkarkimin nga detyra të drejtoreshës së Spitalit Universitar të Traumës, Edlira Bode, për afera me tendera, mungesë ilaçesh, për ilaçe të skaduara, keqadministrim të spitalit etj.
“Rekomandohet për ndërprerjen e menjëhershme të marrëdhënieve të punës” për:1.Znj.E. B., me detyrë Drejtor i Përgjithshëm i SUT-së: Në cilësinë e Titullarit te institucionit dhe njëkohësisht të Nëpunësit Autorizues nuk ka hartuar dhe miratuar gjurmën e auditit për monitorimin dhe zbatimin e kontratave përgjatë periudhës së ushtrimit të funksionit të Drejtorit të Përgjithshëm brenda periudhës se auditimit, duke mos siguruar kontrollin e brendshëm kryesisht për të gjitha proceset ekonomiko financiare kryesisht për shërbimet e prokuruara dhe blerjet e barnave , materialeve te mjekimit dhe kryesisht të materialeve ortopedike. Duke vepruar në mospërputhje me përcaktimet e nenit 5 të ligjit Nr.10296, datë 8.7.2010 për menaxhimin financiar dhe kontrollin, kreun III, piken 2 te Rregullores se brendshme te SUT nr.1195/3 date 03.06.2022”.

Nën mbrojtjen e Ramës, Edlira Bode ka vijuar aferat me tendera, duke diktuar miliona euro për rrethin klientelist, trafikantë droge, bosë prostitucioni dhe grupe kriminale.
Ilirjan Mandro, Rektori i Akademisë së Sigurisë
Ilirjan Mandro mban postin e Rektorit të Akademisë së Sigurisë. Madro është edhe pedagog i jashtëm në Shkollën e Magjistraturës, aty ku bashkëshortja është pedagoge e brendshme, ndërsa i biri student, profili gjyqtar, një rast i paprecendentë.
Nën drejtimin e Ilirjan Mandros, Akademia e Sigurisë është përfshirë në abuzime të rënda financiare, të cilat duhet të jenë objekt i SPAK-ut. Në një raport të muajit dhjetor 2024, KLSH i ka kërkuar Ministrit të Brendshëm Ervin Hoxha shkarkimin e Ilirjan Mandros nga detyra.
Por, ky rekomandim deri më tani është injoruar nga ministri i Brendshëm.
Mimoza Dhembi, a flagrant affair
In October 2023, the Supreme Audit Office (SAO) concluded an audit of the Ministry of Finance, where it checked how the 2022 budget was implemented. The audit revealed a number of violations. The SAO recommended the dismissal of the Director of the General Directorate of Budget, Mimoza Dhëmbi, known as Shoqe Moza.
The ALSHI found that Comrade Moza had not implemented most of the ALSHI's recommendations, going so far as to not accept some of them at all.
In addition, the SAI has discovered that the lady in question has not respected fiscal discipline, ascertaining this in all phases of budget planning, execution and reporting, contrary to the LOB's requirements, which consist of: reallocations for investment projects with internal financing without respecting the priority order in the budget, misclassification of investments, creation of conditions for undertaking commitments without budgetary funds, problems related to the process of detailing funds for reconstruction, detailing public investment projects by normative act without passing into the MTBP, reduction of investment funds at the moment of signing the contract and reallocation of these funds towards projects with arrears, lack of monitoring of the stock of arrears, as it is not reported at the correct value and remains outside the consolidated fiscal indicators, generation of penalties from failure to execute ECHR decisions on time, etc.
The SAI also found the reconstruction of a school, which is not state-owned and therefore violates the Public Procurement Law. This is the reconstruction of the "Herman Gmeiner" vocational school, owned by the "SOS Albanian Children's Villages" Association. The fund for the reconstruction of which amounts to 300 thousand euros, which have been transferred from the state budget.
The reconstruction of the private school with public money was carried out as part of the reconstruction process after the earthquake of November 26, 2019.
What happened? Not only was there no punitive measure against Soqe Moza, but she was defended by the chairman of the Economy Committee, Eduard Shalesi. Completely illegally and using the mandate of the deputy for corrupt interests, Shalsi summoned Mimoza Dhëmbi to the committee to confront her with the Supreme Audit Office, exerting pressure on the Supreme Audit Office./ Prapaskena
