
After years of absence, reservists will return to the ranks of the Albanian army. For this purpose, a new law has been drawn up by the Ministry of Defense, which has already started the public consultation phase. The draft law is entitled "On the organization and operation of the Reserve Force in the Republic of Albania", and regulates every aspect of the organization and operation of this service, starting from the selection, to the duration, the type of activities they will cover.
"Military reservist service", defines the draft law, is part of the military service and is performed by the Albanian citizen who has performed mandatory active or alternative military service and who has exceeded the age limits set for the performance of this service, as well as the discharged military in reserve. Part of it will be those citizens who have served in the Armed Forces as active military, while there will also be space for citizens who meet a series of conditions.
The duration of military reservist service will be from 14 to 45 days per year. For the needs of military exercises, which last more than 14 to 45 days a year, the Minister of Defense orders the joining of training days of two years, but not more than 45 days.
Military reservist service, according to the draft law, will be performed by Albanian citizens up to 50 years old for soldiers, up to 55 years old for non-commissioned officers and up to 60 years old for officers.
The citizen, by accepting the military reserve service, signs the military service contract, which also defines the time of the military reserve service, for a period of not less than 2 years with the right of renewal, but without passing the criteria of staying in the military service in the reserve.
Currently, the military service in the reserve is partially regulated in some articles with the law no. 9047, dated 10.07.2003 "On military service in the Republic of Albania", amended. This law was approved 17 years ago and defined the rules for military service in the Republic of Albania, as well as the obligations of state bodies and private entities for mobilization and military service.
It was drafted in 2003 and its object is compulsory military service, both active and reserve. But, according to what the Ministry of Defense writes in the accompanying report of the Draft Law, despite all the efforts made for the establishment of structures and operations, according to the experience of NATO countries, the organization and use of the reserve component has not yet been done. / Scan
