For 3 hours, the firefighters have continued the battle to put out the flames that engulfed the ten-story building in the area of the former bus park in Tirana, on "Sali Butka" street.
Construction engineer Gëzim Beqaj said that the material of the building that was burned does not seem to have been according to thermal insulation standards. If the material of the building that caught fire had been self-extinguishing, the flames would not have spread, according to him.
"In my opinion, I am not the one who should be there. Construction materials that are the thermal part of the hood system must be self-extinguishing. If a fire breaks out in an area, it should stay localized where the fire broke out, that is, it should not burn itself out. If there is an electric spark, burn only the part where the fire is present. I am seeing the material continue and burn to its full extent. This should not happen according to thermal insulation standards. If they were the right materials and self-extinguishing, this would not have happened. This material is not advisable. Not only the thermals but also the floors. I don't know, has any test been done by the engineers to take a piece of material and set it on fire, is it toxic? Distribute this. One of the conditions that the materials have is not to spontaneously combust.
Today we have 3 types of materials in the thermal part. Cholesterol based, colpanel bottle cap which is expensive. Even the polyester materials that are cheaper must meet these conditions that said to localize the fire to stay where it falls. Yes, this system caught fire, this is inside between the wall and the slab, and the firefighters can't put it out because it is inside. It's hard to turn it off. I don't believe there will be problems with the structure," said the engineer.
The engineer mentions several elements how the fire could have been prevented.
"This starts at the design stage. The type of material should have been clearly defined in the design. And then there is the duty of the one who implements the works. There are several responsible links until it is discovered who has the problem. The project, the implementers... I think that the supervisors of the works should be appointed by those who do the construction but be independent, not financially dependent and not paid by the one who builds. To be appointed and managed by the local government.
All of us engineers have to be careful. In Albania, the order of the engineer is missing. Order is one of the links that affects discipline. If it was a correct discipline, it would be more disciplined", concluded the engineer.
