The government is preparing another robbery with the PPP logo: 4,000 hectares of forests in 15 districts will be given to private individuals for massive logging, under the deceptive promise of "reforestation." Municipalities are being thrown out of the game, monopoly comes into play.
As happens in every concession granted during Edi Rama's government, this time too everything started with an "order from above", from the Prime Minister himself. The ministers only formally sign and cover the bargains with documents. The bargains are made by "Babloku" itself.
Sources from the Ministry of Environment have informed "Pamphlet" that another case of plundering public assets is in preparation: 4,000 hectares of high and medium forests will be given to a private party for 99 years, in the classic form of PPP, Public-Private Partnership, which in Albania means: "The public provides the wealth, the private receives the benefit."
This concession involves the Minister of Environment, Sofjan Jaupaj, the Minister of Economy and Innovation, Delina Ibrahimaj, and the Minister of Culture and Tourism, Blendi Gonxhe. They are preparing the documents for a project that will be presented as an "unsent request by the private sector", but which is in fact an agreement made behind the scenes with the signature and blessing of the head of government.
The draft contract is a familiar model: a private individual is leased a forest territory for 99 years, with the justification that they will invest in the maintenance, expansion and conservation of the forests. But 30 years of experience have shown that these promises are official deceptions to legitimize destruction. None of the previous leases have resulted in reforestation, only logging, deforestation and the sale of wood on the market.
According to the documents, the forests that will be affected are located in 15 districts, including Tropoja, Malësia e Madhe, Kukësi, Shkodra, Dibra, Elbasan, Skrapari, Përmet and Korça. The areas are part of territories with protected status, but as is known, "status" in Albania cannot stop sawmilling when there is a concessionaire close to the government.
What is even more scandalous is the fact that the municipalities, which currently manage the forests and rent them out for a symbolic fee (15 lek per m2), will be eliminated. All the wealth will pass into the hands of a new monopoly, which will decide for itself where, how and how much to cut. This will create a new crisis in the supply of firewood for citizens, increasing prices and dependence on a government client.
The government is trying to sell this project as “sustainable development” of the forestry sector. In reality, this is a plan to systematically destroy Albania’s last remaining forests, which have survived until now only because they are deep and difficult to access. With this concession, they too will fall.
This is yet another blow to nature, the environment and the collective wealth of Albanians, which is being reduced year after year to turn into money for a handful of people with direct political connections./ Pamphlet
