The Minister of Interior Taulant Balla has inspected some traffic roads in Tirana, where he became familiar with some of the traffic problems in the city and interurban roads.

During the conversation with the Chief of Tirana Traffic Police, Besmir Qibini, the minister emphasized the importance of communication with citizens, their awareness of the necessity of respecting traffic rules, as a protective measure for their health and life.

Balla also underlined the fact that punishments against offenders are aimed at educating citizens and are not an end in themselves.

Speaking about the use of high-tech equipment, the Chief of Traffic stated that "for a year, the Traffic Police used 'educational drones' for 3-4 types of violations, which reflect the administrative offense in another dimension.

"We have put an 'educational drone' for pedestrians who do not respect the white lines, but especially the vehicles that do not respect the pedestrians, mainly in roundabouts, but also in the white lines. There is progress in this direction, especially in the white lines, two-way, both by drivers and by pedestrians. Previously, it was not conceived to punish the pedestrian, although it is also provided for in the traffic code, despite the fact that those points have not been implemented in the past ," said Qibini.

Regarding the problems encountered by pedestrians not respecting the rules and their reaction, Qibini informed that he has launched an awareness campaign for pedestrians.

"In the areas where the traffic-divider passes, where they are really a concern, in problematic junctions, where we have had accidents with consequences. From the analysis we have done, it appears that in 15.8% of cases pedestrians were at fault. Road users include pedestrians, bicycle users, and electric skate users. We have found cases of the use of electric skateboards on the main interurban roads, which we have punished and categorically prohibited their movement on these roads", explained the Head of the Police Station.

The minister inquired about traffic loads, timetables, traffic mobility and other issues, also related to pedestrians.

"What is important is what we have always said, fines are not our goal! The fine is an instrument to attract attention to make the road user aware of the dangers that the violations bring, or the incidents that are caused by the road user. So the first thing is communication. People need to understand that traffic rules are rules to protect, not to punish. People should understand that when you receive a fine, it is a warning to keep in mind not to repeat that traffic violation," said the Minister of the Interior.
