During the November 2022 holidays, an unprecedented robbery was committed at the Ministry of Justice. It is learned that "unknown" people broke the door of the Ministry's archive located on the -1st floor of the building and robbed dozens of enforcement files, all belonging to the "Zig" company.
In November 2019, Arben Meskuti had "delivered" several bags of "Zig" files to the Ministry of Justice, after his bailiff's license was revoked. In those bags were files bought by MCA of Olsi Ibros.
A few days ago, Minister Ulsi Manja stated in the Laws Commission that "In the Ministry of Justice, I found 6,000 files of a private enforcement company (Zig) whose license was revoked. I found the files in the basements of the Ministry of Justice. 6000 files!".
But Minister Manja has never told about the scandal of the theft of files within the ministry. After this article, surely the ministry will come up with an excuse!
One November morning in 2022, the door of the ministry's archive was found torn open by employees. For the first time such an event takes place within an institution of particular importance such as the Ministry of Justice.
Sources from within the ministry indicate that the Police cordoned off the archive for several months, as a crime scene, and seized the recording device (DVR) for the security cameras that monitored the premises of the institution. The case was referred to the Prosecutor's Office of Tirana, which has been seizing the electronic equipment for two years and has not completed the investigations.
An important element that emerged from the investigations is that the institution's security cameras were turned off on the day of the event. The circle of suspected persons begins with the archive-protocol employees who managed the archive's premises and the material base that was located within it. Suspicions fall on the AA employee who may have collaborated with Arben Meskuti and Olsi Ibron in the robbery of dozens of files of the "Zig" company. The stolen files are believed to belong to a category of businessmen who had loans at Societe General Bank, National Bank of Greece (NBG), Alpha Bank and Union Bank.
In order to understand the scale of the robbery that was kept "secret", Ulsi Manja ordered in September 2023 to make an inventory of the "Zig" files that were in the "torn" archive a year ago.
The unusual inventory was carried out by 100 prison and probation officers in a week and is thought to have turned up dozens of files on missing businessmen. The inventory was kept secret to hide the scale of the scandal.
Sources from the Prosecutor's Office of Tirana indicate that it is suspected that the robbery is the work of Meskut and Ibro, who have destroyed entire files that serve another investigation launched by the Prosecutor's Office of Tirana in 2020. The investigators suspect that the stolen files are the evidence that would prove the affair large amount of loans purchased in 2015 by MCA when Societe General Albania and Tirana Bank were run by Governor Gent Sejko and his wife Elona Sejko (Gjipali).
The hooded robbery of dozens of files within the Ministry of Justice is one of the biggest scandals that has involved the institutions of the Albanian state in the last decade.
