Albanian Railways announced a few days ago the opening of the international procurement procedure for the rehabilitation of the Durrës-Rrogozhinë railway line, one of the most strategic segments of the national transport network.
The tender notice has been published on the European Union's official public procurement platform (TED), with an open procedure and a deadline for submission of bids in June 2026.
The European Union is also the main financier of this project through an agreement signed in April last year that provided a grant of 60.5 million euros from EU funds under the Western Balkans Investment Framework and a 30 million euro loan from the European Investment Bank.
According to official documentation, the fund made available for this contract is 90 million euros and covers the main construction and modernization works of the existing line, which connects the country's largest port with the Rrogozhina railway hub.
The project envisages the rehabilitation of approximately 34 kilometers of line, including the reconstruction of the railway track, works of art such as bridges and crossings, as well as the complete modernization of signaling and telecommunication systems in accordance with European safety standards.
The works also include the reconstruction of stations along the route and the preparation of the infrastructure for electrification at a later stage, increasing the capacity for freight and passenger transport.
The Durrës–Rrogozhinë line is considered a key link for connecting the port of Durrës with regional transport corridors (Corridor VIII) and for the gradual integration of Albania into the European railway network.
During the signing of the financing agreement with the EU last year, the Vice-President of the European Commission, Kaja Kallas, described this node as important not only for trade but also for security, describing it as a critical route between Member States and NATO for military mobility in Southeastern Europe, extremely important in the current security environment.
Project according to documents
The railway will not be electrified immediately, but it will create the conditions for this step to be taken later. The project follows the existing route.
The starting point is near Shkozet station (km 1+876) while the ending point is Rrogozhina station.
The line passes through urban, semi-urban and rural areas. The terrain is mainly flat, except for a short segment near Rrogozhina, where it passes through the Rrogozhina tunnel. From km 1+376 to km 5+100 (Shkozet–Plepa), it passes through an area with high population density.
This segment includes the Shkozet triangle, the junction where the Tirana–Durres line meets the Durres–Rrogozhinë line. From km 5+100 to km 15+000 (Plepa–Kavajë), it passes through low terrain and hilly formations to the east. The horizontal route follows the Durres–Rrogozhinë highway.
From km 15+000 to km 28+000, it passes through almost flat terrain. At km 19+120, the Kavaja station is located. From km 28+000 to km 35+384, the route passes through hilly terrain where the Rrogozhina tunnel (380 m long) is located./Monitor
