The Elbasan Prosecutor's Office has requested from the Albanian Road Authority all documentation related to the procurement procedures for the maintenance of the Librazhd-Prrenjas axis, following the collapse of the segment that blocked movement towards the southeast of the country for several days.
According to data from the investigative group, the ARA is expected to submit the materials within a week, as it is a file with a large volume of documents.
The investigation is focused on the existing axis and specifically on the road maintenance tender. The prosecution is verifying the manner in which the procurement procedure was conducted and the terms of the contract concluded between the ARA and the winning company.
The construction of provisional roads, used temporarily until the completion of works on the axis, has also been placed under review.
Another part of the investigation is related to the permit for the extraction of inert materials from the Shkumbin River and its implementation. According to the data collected so far, massive exploitation of the river has been observed in some areas.
Open Data data shows that the tender for maintenance was won by the company InfraKonsult, owned by Redi Struga. Initial investigations suspect that the company did not fulfill its contractual obligations, which is being examined as one of the elements that may have influenced the collapse of the axis.
The prosecution is investigating the criminal offenses of "Abuse of office", "Violation of equality in public tenders or auctions", "Destruction of the road" and "Pollution of air, water or land".
Traffic on the segment has been restored, but the problem in the area remains present. For several days, vehicles were unable to move on this axis due to the landslide and the sinking of the bridge.
