Renowned lawyer and moderator of the show "See You in Court" Eni Çobani has explained the conflict over ownership that led to the murder of judge Astrit Kalaja by Elvis Shkambi.
According to Çoban, it all started in 1992 with a provisional agreement between the Municipality of Shkodra and Gjon Shkambi, where the municipality gave him the building with a one-year contract.
She added that the story is confusing, due to the lack of coordination of institutions and the lack of transparency.
According to her, legal battles have been taking place for decades with decisions that sometimes recognize the Shkambi family's ownership, sometimes deny it.
" First, in 1994, we had a decision that recognized the ownership of the Shkambi family, " Çobani told Klan News.
Then, in 2012, the Municipality of Shkodra and the Ministry of Finance sold the building for 166 million lek.
Çobani stressed that the Municipality has not notified the residents about the vacating of the building. "In 2012, the family members should have come out and made an agreement with the owner," she said.
In 2010, the Shkodra Court of Appeal issued an execution order for the property in question. “ Up to this point, the Shkambi family had acquired at least 20,000 square meters of land ,” Çobani emphasized.
But, the conflict culminated in 2021, when Gjon Shkambi sued the Property Restitution Agency, and the trial was reported by Astrit Kalaja.
"This is where the ownership of Binak Shkambi was overthrown. A decision that seems to have incited the violent act ," said Çobani.
According to her, this is an issue that has not yet been resolved and requires serious review by the institutions. " The institutions should have been more transparent. They should have told the Shkambi family: are they the owners or not? ", she explained.
Eni Çobani described Astrit Kalana as one of the best referees in Albania.
She emphasized that murder is a tragedy, which solves nothing and only deepens the pain.
" A murdered judge and a destroyed family, this is what we have today and it is very serious, the way things turned out ," said Çobani.
According to her, this is one of the most serious property sagas in Albania, which requires a final and fair solution. " The story is not over. Now, the issue has just begun ," concluded Eni Çobani.
