The DCM clarifies that the main tasks of the Committee are to draft and review national policies and strategies in the field of search and rescue.

The Council of Ministers has approved the composition and tasks of the National Search and Rescue Committee, which is chaired by the National Search and Rescue Coordinator and includes representatives of the Armed Forces, key ministries, public authorities and emergency institutions.

The DCM clarifies that the main tasks of the Committee are to draft and review national policies and strategies in the field of search and rescue.

Also, an essential task of the Committee is to cooperate with civil, military authorities and international organizations for effective SAR operations.

DCM:

In accordance with Article 100 of the Constitution and point 2, Article 4/1, of Law No. 10435, dated 23.6.2011, “On the Search and Rescue Service (SAR) in the Republic of Albania in the event of air and maritime accidents”, as amended, upon the proposal of the Minister of Defense, the Council of Ministers

Decide:

1. Determining the composition and tasks of the National Search and Rescue Committee (hereinafter the Committee).

2. The Committee is chaired by the National Search and Rescue Coordinator and is composed of the following members:

a) The Commander of the Air Force;

b) The Commander of the Naval Force;

 c) Commander of the Land Force;

 ç) The President of the National Search and Rescue Center;

 d) A high-level representative from the Ministry of Internal Affairs;

dh) A high-level management representative from the Ministry of Infrastructure and Energy;

e) A high-level management representative from the Ministry of Health and Social Welfare;

ë) A high-level representative from the Ministry for Europe and Foreign Affairs;

f) General Director of Albcontrol;

g) The Deputy Director General of Customs and a representative from the General Directorate of Customs, with managerial and technical functions in the field in the Operational-Investigative Department;

gj) the General Director of State Material Reserves;

h) the Director General of the National Civil Protection Agency;

i) the Director of the National Emergency Medical Center;

j) the General Director of the State Police;

k) The Executive Director of the Civil Aviation Authority;

l) the General Director of Fire Protection and Rescue;

ll) the Director General of the National Investigation Authority for the Safety of Civil Aviation Operations;

m) the Director of the General Maritime Directorate;

n) the Director General of the National Environmental Agency;

nj) the Secretary General of the Albanian Red Cross.

3. The Committee shall perform the following tasks:

a) Plans and develops national policies in the field of search and rescue;

b) Develops policies and strategies in the field of search and rescue;

c) Reviews policies and strategies in the field of search and rescue;

ç) Cooperates with civil or military authorities and organizations for the effective development of search and rescue (SAR) service policies and strategies;

d) Monitors the implementation of policies and strategies, with the aim of increasing the overall effectiveness and efficiency of SAR services;

dh) Promotes safety policies and programs to help citizens avoid or cope with situations in the event of air and maritime accidents;

e) Develops research on search and rescue plans, policies, manuals, requirements and standards;

ë) Guides policies for the training and qualification of personnel involved in search and rescue operations;

f) Cooperates with international organizations and agencies to develop joint policies and activities in the field of search and rescue.

4. In order to fulfill the duties set out in point 3 of this decision, the Chairman of the Committee shall schedule regular periodic meetings, no less than 2 (two) times a year, and extraordinary meetings, as appropriate, in major events, in the event of massive operations for air and maritime accidents.

5. With the approval of the Committee members, as necessary, experts in the field are invited to the Committee meetings to provide their contribution in specific situations.

6. A representative from the National Search and Rescue Center is appointed as the technical secretary of the Committee.

7. The Technical Secretary of the Committee shall perform the following duties:

a) Ensures the efficient organization and functioning of the Committee;

b) Provides technical support for the development of meetings and processes related to the functioning of the National Search and Rescue Committee;

c) Ensures the preparation and distribution of relevant agenda materials for the Committee meeting, 5 (five) working days prior to the meeting;

ç) Coordinates the activities between the agencies and institutions included in the Committee;

d) Updates the situation and provides accurate information for search and rescue operations;

dh) Document the activities and meetings of the Committee.

8. The Minister of Defense and the National Search and Rescue Committee are charged with the implementation of this decision.

     This decision enters into force upon publication in the "Official Gazette".
