The Special Prosecution Office against Corruption and Organized Crime (SPAK) has launched investigations into the 400 million euro tender procedure for the construction of the new commercial port in Porto Romano, following a complaint made by a Dutch company that participated in the competition.
Journalist Klodiana Lala explained that the tender process, which was launched in 2024, ended up being canceled after the only company in the competition withdrew. According to the journalist, the company's withdrawal came after concerns were raised by the American Chamber of Commerce, which had sent an open letter to the country's prime minister. The letter raised several concerns, including the claim that geostrategic interests could be violated and that the construction of Corridor VIII, an infrastructure project of importance to the region, could be jeopardized.
Another issue that, according to Lala, has raised questions is related to a company that has benefited from over 18 million euros from the state budget for the design of the port, while the project has not yet been implemented.
SPAK's investigation has also been launched following a complaint from the Dutch company Van Hort, which claims that the competition was fixed. According to this claim, the company was asked to carry out the equivalence of licenses, but it requested additional time to complete this procedure.
According to Lala, the Port Authority did not give the company the requested time, disqualifying it from the competition, despite the fact that the company had implemented similar projects in European Union countries. For this reason, the company has requested an investigation into the procedure, claiming that the winner was predetermined.
The journalist emphasized that SPAK has begun verifications and the tender documents have already been seized. She added that the issue is complex and that the investigations could have consequences for the realization of the port project.
" The Arkidon company, which was the only one in the tender process that started in 2024, was supposed to submit its financial offer on March 9. After failing to submit it, it addressed the Port Authority with a letter stating that it could not build the new reintegrated port in Porto Romano worth 400 million euros, which was financed by the state budget. The tender fell through and everything returns to zero. This withdrawal of the company comes after the concern raised by the American Chamber of Commerce, which sent an open letter to the country's prime minister and claimed that geostrategic interests were being violated, the construction of Corridor 8, a strategic investment that applies to the entire region, was being jeopardized, it was claimed that the port was smaller than what should be built by a NATO member country, and other issues raised by the American Chamber of Commerce.
The second problem was a company that received over 18 million euros for the design, even though we don't even have a port, nothing, and this money was taken from the state budget.
The Van Hort company, which is a Dutch company, has filed a complaint with the Special Prosecution Office and claims that the competition was predetermined, because it was asked to do the equivalence of licenses and the company has asked for time to do this. The Port Authority has not given it the opportunity, not leaving it time, even though the company had performed similar work in EU countries, disqualifying it from the competition. Therefore, it has raised claims that this competition was predetermined and the investigation of the procedure. SPAK is investigating it and Rama also said at the SP meeting that SPAK is also investigating documents of unfinished renderings. After that, I verified and the tender documents were seized. Tani nuk ngelet gje tjeter per kete vend. SPAK te percaktoje antaret e weverrise, SPAK te beje tenderat.. ku e gjen SPAK te jete mbi voten.
