Journalist Elkier Bushkolaj has revealed details related to the SPAK file on the Tirana incinerator, where 15 arrest warrants were issued around the latter.
Bushkolaj said that for most of the accused, the charge of abuse of office is heavy, except for Alqi Bllakos, who is also accused of corruption, where an episode related to him reveals that his father took a machine in his factory in Korça worth over 100 thousand euros.
He further revealed that communications with many officials were found on Klodian Zoto's computer, who said that the authorization for the communications was given by Alqi Blako.
According to him, SPAK's investigations showed that there was a massive cost overrun in the construction of the incinerator facility worth about 25 million euros, but also in the fee set for waste treatment, which was set at 29 euros per ton.
He stated that SPAK claims that the cost per ton should be at least 17 euros.
" For the most part it is the accusation of abuse of office, except for Alqi Bllakos who is also accused of corruption where an episode related to him reveals that his father took a machine in his factory in Korça that was paid for with that valuable money over 100 thousand euros.
Communications with many officials were found on Zoto's computer, who said that the authorization for the communications was given by Alqi Blako.
A company registered in the Netherlands was used for the concession, contrary to the law. Only on the day when the agreement was signed in 2017 between the Ministry of Environment and the company was the company registered in Albania, which later turned out to belong to Zoto.
The feasibility study was done by Zoto and Mërtiri and their companies. The construction of the facility alone has a cost increase of 20-25 million euros. According to SPAK, 25 million euros come only from no fee. The final tariff of 29 euros per ton is inflated by at least 11 euros per ton according to SPAK. SPAK claims that the cost per ton should have been at least 17 euros.
Only 30 million euros have been invested by the company and there is no incineration. Only waste separation is done. The profits were expected to be staggering because of the municipalities that would take the waste there. The company would have other profit from the sale of electricity, SPAK also accuses of missing profit, these are for Zoto and Mërtiri ", he said among others in "News24".
