The former administrator of businessman Behgjet Pacolli's company has reacted publicly for the first time regarding the accusations and claims raised against him regarding the process of buying and selling shares of Vlora International Airport (VIA).
In a public letter, he states that he has chosen to remain silent for months, believing that the truth should be based on institutional documents and procedures, not public debates. However, according to him, the denial of signed documents and authorizations given by the company's executives has forced him to react.
According to him, in May 2022, Mabco Construction SA officially approved the sale of VIA shares and authorized it to carry out the relevant procedures. He claims that the decisions were signed, notarized and apostilled in Switzerland.
He also announced that in July 2023, another decision was made related to 47 percent of the shares of Vlora International Airport, while on the same day, a special power of attorney was issued to him for signing documents and conducting legal registrations.
The letter emphasizes that the process of buying and selling shares cannot be carried out without shareholder decisions and without formal authorizations from the company, arguing that the actions taken were not personal initiatives. The former administrator also claims that official documentation and communications were forwarded to him by the Mabco administration in Lugano and that throughout the process there was coordination with the relevant company structures.
"I have not signed any document without authorization. I have never acted outside the mandate given," he states in the letter, adding that he has acted only in accordance with official documents and authorizations received.
In conclusion, the former administrator announces that he has decided to publish a portion of the official documents and communications that, according to him, prove the institutional character of the process and the legality of the actions taken.

For many months I have chosen to remain silent. I have heard accusations, statements, interviews and personal attacks. I have remained silent because I believed that the truth is protected in institutions and documents, not in public noise. I have also remained silent out of respect for a long-standing professional relationship with Behgjet Pacolli, not wanting a story that began with trust to end in public debate.
Kjo letër lidhet me pretendimet dhe akuzat publike të bëra muajve të fundit lidhur me procesin e shitblerjes së aksioneve në projektin e Aeroportit Ndërkombëtar të Vlorës (VIA), ku emri im është përmendur drejtpërdrejt. Kam heshtur edhe sepse kam pritur që organet e drejtësisë, prokuroria dhe institucionet përgjegjëse të reagojnë.
Por kur mohohen dokumente që mbajnë firmat e Behgjet Pacollit dhe Emin Pacollit, kur mohohen vendime të nënshkruara dhe autorizime të lëshuara prej tyre, dhe kur hidhen akuza ndaj njerëzve që vetëm kanë zbatuar mandatet dhe autorizimet e marra, heshtja nuk është më përgjegjësi.
Prandaj po flas. Me dokumente. Jo me emocione. Në maj të vitit 2022, Mabco Construction SA miratoi zyrtarisht shitjen e aksioneve të VIA-s dhe më autorizoi mua për realizimin e procesit. Vendimi dhe autorizimi u nënshkruan, u noterizuan dhe u apostiluan në Zvicër.
Në korrik të vitit 2023, u mor një vendim tjetër për 47% të aksioneve të Aeroportit Ndërkombëtar të Vlorës. Në të njëjtën ditë u lëshua edhe prokurë e posaçme që më autorizonte të nënshkruaja dokumentet dhe të kryeja regjistrimet e nevojshme ligjore.
Është me rëndësi të kuptohet një fakt shumë i thjeshtë: një kontratë shitblerjeje aksionesh nuk mund të nënshkruhet pa vendim të aksionarëve dhe pa autorizim formal të dhënë nga vetë kompania. Këto nuk janë procedura që mund të kryhen mbi bazë iniciative personale apo pa dijeninë e palëve përgjegjëse.
Vendimet dhe autorizimet, siç shihet edhe nga emailat e bashkëngjitur, më janë përcjellë që nga viti 2022 drejtpërdrejt nga vetë administrata e Mabco në Lugano, përmes komunikimeve zyrtare të kompanisë.
Përtej dokumenteve zyrtare, ka ekzistuar edhe komunikim i drejtpërdrejtë lidhur me zbatimin e procesit dhe dakordimet përkatëse. Në raste konkrete, kam kërkuar konfirmime të drejtpërdrejta për hapat që duhej të ndërmerreshin dhe kam vepruar vetëm pas konfirmimeve të marra. Këto procese nuk janë zhvilluar në mënyrë individuale apo të fshehtë.
Dokumentet janë përgatitur, përcjellë dhe ndjekur ndër vite përmes administratës, juristëve, stafit të përfshirë në komunikime zyrtare, emaila dhe procedura institucionale të kompanisë
Dhe këtu lind një pyetje shumë e thjeshtë: Nëse vërtet pretendohet se gjithë kjo ka qenë një “skemë” personale e imja, atëherë a po kërkohet nga publiku të besojë se administrata, juristët, menaxhmenti i lartë, bashkëpunëtorët më të afërt dhe madje familjarë të ngushtë të vetë zotit Pacolli nga zyra qendrore, të cilët kanë qenë të përfshirë ndër vite në komunikime, emaila, dokumentacion, noterizime, paskëshin qenë pjesë e së njëjtës gjë pa e ditur?
Or is the truth much simpler: That the process was developed on the basis of decisions, authorizations and official documents of the company. I have not signed any document without authorization. I have never acted outside the given mandate. I have only done what the documents have authorized me to do. This is the truth. And the truth does not change according to the next interview or the interest of the moment. It remains written in the documents. For more than 18 years, I have served with dedication, responsibility and loyalty in the projects and companies where I have been engaged. I have never acted against the interest of the company.
For full transparency and respect for public opinion, I am publishing only a portion of some official documents and communications, among many others that exist, which clearly demonstrate the institutional nature of the process, the respective authorizations and the regular coordination of the actions taken. Because in the end, the truth is not protected by noise, but by documents.
