The State Cadastral Agency (ASHK), which in theory should be a bastion of legality, transparency, and protection of citizen property, has in practice turned into an administrative cesspool where files are lost, responses are delayed, and citizens are treated as invisible.
Today, to obtain a property file, an identity card is not enough, nor are notarial documents; you must have a banknote that leaves no trace, a "voluntary contribution" to the informal system that keeps the gloomy offices of this agency afloat.
While citizens crawl to counters that look more like waiting stations for administrative asylum, the General Director of ASHK, Lorena Goxhobelli, is on a larger mission, promoting herself as a holiday star on the roads and coasts of Europe.

Citizen files wander between offices like used toilet paper, while employees respond with robotic phrases: "The order hasn't arrived yet," "You're in the process," or the inevitable classic: "Come back in 30 days." In reality, the citizen can return even after 300 days, the result will be the same unless there is a "friend" or an "envelope."
In this bitter reality, the Supreme State Audit has sounded the alarm, recommending the dismissal of Ms. Goxhobelli for mismanagement and abuse of office. But what happened next? Nothing. The responsible institutions have probably entered “summer mode”, where all scandals are postponed to September or hidden under the sand of the beach where the director herself is vacationing.
In Albania, even property justice is seasonal, depending on the director's flight schedule. While citizens anxiously ask about the land or house they risk losing, Lorena Goxhobelli appears with a summer hat and cocktail in hand, taking care only of the sun and filters.
Instead of enforcing the law, the director is doing tourism. Instead of accounting for scandals, she gives messages of relaxation. Instead of protecting the public interest, she defends the right to "live beautifully" on Instagram.
ASHK has turned into an agency where the law sleeps, citizens are dragged along and the director is tanned. A perfect metaphor for a state that only knows how to legalize scandal and maybe bikinis. / I n-Front
