Neither the new judicial appointments, nor the new judicial map, financial support or successive strategies, have been able to solve the problem of the stock of files that have been waiting to be judged for years.
In a 4-hour question-and-answer session with the deputies, which sometimes took the form of a debate, the president of the High Judicial Council, Narueda Llagami, acknowledged the problems in the judicial system and asked for more support from the Assembly and the government.
" We must all be together to fight it. If we are not all together, the backlog cannot pass. That's why we asked for changes, we ask for budgetary support" , said Narueda Llagami, president of the High Judicial Council.
"Today, at all levels of the judiciary, we have a situation where we have a hole in human resources. Today we have two types of backlog levels, we have that of issues and for people" , said Oerd Bylykbashi, DP deputy.
The majority and the opposition left behind the political quarrels and came together to look for those responsible and solutions to any concerns within the judicial system. Both political parties look with concern at the progress of the new judicial map, from which a solution was expected that is not coming.
" Today, the judicial map is a failure. But it's not a failure because you don't have buildings, but because there was no strategy from you ", said Dhurata Çupi.
"I believe that this is a very big problem, making the map, knowing that you have 80 female judges, that you will have 8 courtrooms. And then to claim that more staff is needed, wasn't there and isn't there an intermediate solution ", said Fatmir Xhafaj.
Xhafaj, now also the chairman of the Special Anti-corruption Commission, demanded an account for the quality of the trial.
" You talk about vacations, but we can talk about reasoned decisions very late. The poor quality of the writing, 30 years of system and in EU reports, in at least the last 15 years, a criticism has never been removed, the poor quality of the decisions" , said the deputy.
While browsing the KLGJ report for 2023, the democrat Oerd Bylykbashi did not hide his pessimism. "This is a diagnosis of a dying system." / A2CNN
