Albania ranks 6th in Europe and 20th in the world for the large number of dams in the country, but according to the Albanian Supreme Audit Office, their maintenance remains a problem.

In its audit, the SAI says that dams in Albania are not maintained, leading to their depreciation and problems for the urban areas below them.

"With the exception of the hydroelectric dams built on the Drin, Devoll and Mat rivers, other dams are generally not monitored and maintained by dam users according to the requirements of the legislation in force, leading not only to a deterioration in their condition, but also to a lack of real knowledge of the current situations and the creation of unknown problems for the urban areas below them. This situation is more problematic in dams that are used and owned by the country's municipalities, which have shown negligence in their maintenance and monitoring."

Another problem, according to the KLSH, is the lack of engineers to control the dams. Some of them are out of order.

"In these municipalities, major problems related to the lack of engineers and technical control units for dams are also observed. From the control and inspection of large dams during 2023, it results that about 30 large dams and about 90 small dams are out of operation."

350 large dams were built in the 1960s–1990s, which are used for hydroelectric power generation, drinking water supply, agricultural irrigation, flood protection, fish farming, water transport, tourism, and urban development.

According to the SAI, the increase in floods due to climate change, the lack of sustainable investments for dam rehabilitation, the lack of a risk classification system, and the risk of non-implementation of reforms or audit recommendations constitute a major threat in Albania.
