Over 2.3 billion ALL is the economic damage and negative effects due to irregularities caused in the budget by public institutions in the first 4 months of this year. The finding comes from the Supreme State Audit, which during the period January - April 2023 conducted audits in 55 entities, including different levels of government such as: central institutions, ministries and agencies, local self-government units, general directorate of fiscal administration , joint stock company with state capital, etc.
According to KLSH, the economic damage is estimated at around ALL 87.6 million, 98% of which is in the field of expenses. Meanwhile, the greatest value belongs to the ineffective management of funds, with about 2.3 billion ALL. About 66% of this value was ascertained in the field of income, while about 34% in the field of expenses. Tenders and implementation of works account for about 99% of ineffective management in the field of expenses.
The State Cadastre Agency, AKSHI, the Ministries of the State for the Protection of Entrepreneurship and for Youth and Children, the waterworks of Tirana and Durrsi or the municipalities of Belsh, Kamza, Lezha and Vau t Deja are some of the institutions audited by KLSH during the 4-month period .
For all violations found, this department has given 428 recommendations, 280 of which are for organizational measures, while another 83 are for disciplinary measures against the employees who committed the violations. In parallel, 5 proposals for legal changes or improvements were given./SCAN
