Businessman Behgjet Pacolli has reacted regarding the situation at Vlora Airport, raising concerns about the blocking of access to the construction site and, according to him, the non-implementation of court decisions.

Pacolli declares that criminal groups have once again blocked access to the airport, where the company Mabco Constructions, according to him, has invested over 310 million euros.

In his response, he raised questions about whether obstructing a lawful activity through private guards, heavy vehicles, and physical blockades constitutes a criminal offense.

Pacolli's post:

Criminal groups have again blocked access to Vlora Airport, where Mabco has invested over 310 million euros!
Is it CRIME to block a legal activity with private guards, heavy equipment and self-justification?
If so, why is no one acting?
If everyone in this country can hire some private guards, block entrances and exits, prevent the implementation of court decisions and impose their will by force, then do we live in the Republic of Albania or in the Republic of Private Guards?
What role do private guards have in this country?
How is it possible for a private company to decide who enters and who does not enter a construction site, despite the decisions of the Shareholders' Assembly, despite the decisions of the Supreme Court and despite the requests of state institutions?
How is it possible for a private security company to physically block access to a strategic national asset and no one is held accountable?
If every company in Albania can hire a few private guards, park trucks at the entrance and declare itself above the law, then:
• What do we need courts for?
• What do we need institutions for?
• What do we need the state for?
Today we are no longer discussing a business conflict.
Today we are discussing the existence of the rule of law. Today the authority of the state has been called into question. Today the fundamental question is asked: are the decisions of the Supreme Court implemented in the Republic of Albania or not?
Because, if a final decision of the Court can be blocked by a group of people with trucks and private guards, then the problem is no longer Vlora Airport.
The problem is the rule of law itself.
For months, Mabco has been facing continuous and unacceptable obstacles. For weeks, we have been seeing vandalism, blockages, damage to property and obstruction of works.
Today we are seeing open non-implementation of the law before everyone's eyes, as well as deprivation of the right to action and movement.
Where are the institutions that should provide answers to citizens?
This is no longer just a Mabco or 2A issue.
This is an issue that affects every citizen.
Who enforces the laws in this country?
The Companies Act?
Supreme Court decisions?
Or private security guards?
