
3 and a half years have passed since the establishment of the Corporation. But what is its product in terms of the development of the national economy?
At the end of 2019, amid open objections from the International Monetary Fund, the Parliament approved a law proposed by the government for the creation of the Albanian Investment Corporation. Conceived as a joint stock company owned by the Ministry of Finance, the Corporation was founded in July 2020.
The object of its activity is the promotion of economic development through investment projects with commercial potential at the central, local and regional level, in support of state development policies. Likewise, its activity includes the efficient use of state properties, making investments by mobilizing state or private capital and advising public institutions in the design of projects.
3 and a half years have passed since the establishment of the Corporation. But what is its product in terms of the development of the national economy? The answer is provided by the Supreme State Control.
"Currently, this company, referring to the situation in the commercial register, has a capital of 4,318,000,000 ALL, even though it appears at a loss and for three years it has not presented or implemented any project", states KLSH in an audit report to the Ministry of Finance.
To put it more briefly, for 3 and a half years the Investment Corporation has been a parasitic institution with only one function; rewarding various state officials with royalties from citizens' tax money. And the bill is not small.
Millions for bureaucrats
In 2021, the Investment Corporation closed the year with a loss of 19.4 million ALL. But last year the losses increased to 69 million ALL or about 680 thousand euros.
The Investment Corporation has no income. Consequently, every expense she makes goes directly to the loss. But what are its costs?
According to the detailed balance that AIC submitted to the National Center of Binzes, for the past year it paid 200 thousand euros as fees to the Supervisory Council, while another 280 thousand euros were salary expenses for the 11 employees of the Corporation.
But while Albanian taxpayers finance the salaries and fees of the Corporation's officials, there is no time for the product. Typical of state societies.
Management for psychiatric hospital
Beyond parasitization, there are already strong doubts about the way this Corporation is managed. On December 28 of last year, the shareholder of the Corporation, the Ministry of Finance made four decisions.
The first decision to increase the company's capital by 2 billion ALL. The second decision to reduce the capital of the company by 2 billion ALL. The third decision to cancel the capital increase made in September, yes 2 billion ALL. The fourth decision to increase the capital of the company by ALL 1.2 billion.
In short, 4 capital increase and decrease decisions in one day. Practically this is interpreted like this. A man takes a shovel and digs a hole. Then I close the hole again. Then he opens another hole, then closes it again.
