The GJKKO has accepted the request for a summary trial on the charge of active corruption in elections for a former MP, as well as the former candidate for mayor of Rrogozhina, as well as 3 other people included in the SPAK file.

More specifically, we are talking about former Democratic MP Engjëll Cara, former mayoral candidate Shkëlqim Hoxha (PD), as well as citizens Limon Shala, Fatmir Thaçi and Florant Saraçi.

The court set December 2nd to hear the prosecution's claim.

Investigations showed that in collaboration with each other, they secured and offered prepaid travel tickets to various persons, documented in 64 cases, with the aim of voting in favor of candidate Shkëlqim Hoxha in the 2023 local elections in the Municipality of Rrogozhina.

According to SPAK, citizens Engjell Cara, Limon Shala, Fatmir Thaçi and Florant Saraçi have been charged with the criminal offense of "Active corruption in elections", committed in collaboration and on more than one occasion, based on articles 328, 25 and 50/h of the Criminal Code.

Meanwhile, Shkëlqim Hoxha, former candidate for the Rrogozhina Municipality from the ranks of the Democratic Party, is accused of the criminal offense of "Failure to Report a Crime", based on Article 300 of the Criminal Code.

The investigations revealed that the defendants provided and offered prepaid travel tickets to various persons on at least 64 occasions, in order for them to participate in the elections and vote in favor of candidate Shkëlqim Hoxha.

SPAK emphasizes that Hoxha himself was aware of this scheme, knowing that Fatmir Thaçi and Limon Shala were directly involved in providing tickets to voters, but did not report the activity to the authorities, violating the law.

Criminal case no. 161/2023 has been joined with case no. 162/2023, being treated as a single proceeding due to the connection between the facts and the persons involved.

The investigation was launched based on referrals from the investigative structures of the Durrës Local Police Directorate, which signaled possible violations during the 2023 electoral process in the Rrogozhina Municipality.
