Former Prime Minister Sali Berisha has received the third summons from SPAK for January 21. Three days after he refused to appear at the Special Prosecution Office with claims that he had no knowledge of the summons, SPAK has now handed Berisha the notice in person, when he appeared in compliance with the mandatory appearance measure for the Partizani affair.

On Friday, Berisha refused to appear before SPAK, claiming that he had not received any summons for this matter from the Special Prosecution Office.

He opposed the official statement of SPAK, which on the same day issued an official statement according to which the leader of the Democratic Party and former Prime Minister Berisha had been sent 2 summonses for January 21, calling all the claims as lies.

Berisha said that the summons was a fabrication by Altin Dumani to cover up the thefts at the Llogara Tunnel.

Asked by journalists if he was handed the summons today, Berisha said that he has not received it to date.

"It remains in the history of Altin Troplini's shame, who, in order to make a noise about the terrible affair of Edi Rama and the lubi ballukut, fabricated the shame, the shameful scenario of my invitation to SKAP to be questioned as a person who has knowledge of January 21. Altin Troplini's first invitation, according to him, is dated November 3, the exact date I was in the SKAP offices, he did not want my notification, but he wanted mercenaries, lackeys of the government in the media to open the television studios not with lubi and Rama and their thefts in the Llogara Tunnel, but we invited him, we invited him, he did not come," said Berisha.

The investigation into the 21 January incident was reopened by order of the Supreme Court on 12 March 2024, following the Strasbourg decision that found significant procedural violations and a lack of effective investigation by the Albanian authorities. SPAK is now treating the case as a state crime, verifying the responsibility of political superiors and the chain of command.

Initially, the Albanian justice system only convicted former Guard commander Ndrea Prendin and former officer Agim Llupo, who received symbolic sentences. But in July 2024, SPAK filed a file with serious charges against a number of senior officials: “murder in qualifying circumstances” in collaboration, “abuse of office” and “obstruction of the discovery of the truth.”

The focus of the investigation remains the murder of Hekuran Deda, Ziver Veizi, Faik Myrtaj and Aleks Nika, the latter of which still has no identified perpetrator, as well as suspicions of political orders and attempts to manipulate evidence immediately after the event.
