6 million euros for "Albania 1" and "Albania 2", but the state opens new tenders for satellite services...

Three years after the announcement of the 6 million euro “Albania 1” and “Albania 2” satellites, public institutions are conducting new tenders for satellite services. The Albanian Development Fund has allocated 2.7 million euro for aerial photography, while the State Police has opened a classified procedure worth around 1 million euro for the Datacom network. The new contracts raise questions about the functionality and effectiveness of the initial investment in the state satellites.

Although three years ago, Prime Minister Edi Rama announced the launch into space of two Albanian satellites, "Albania 1" and "Albania 2", with a contract value of 6 million euros, Albanian institutions and public entities are conducting tenders worth millions of euros for satellite services.

Following the tender worth 2.7 million euros, announced on January 26, 2026 by the Director of the Albanian Development Fund, Dritan Agolli, for aerial photography of the territory, a tender for satellite services has also been announced by the Director General of the State Police, Ilir Proda.

According to the announcement in the Public Procurement Bulletin dated February 16, 2026, the State Police, through a special and classified "Secret" procedure, is requesting satellite service for the Police Datacom network.

With Procurement Order No. 5, dated January 20, 2026, the Director of the State Police, Ilir Proda, has provided for a contract worth 946 million lek excluding VAT, equivalent to about 1 million euros, for this satellite service.

The tender, classified as a "Secret" service and with a three-year contract term, will be held in a closed procedure on March 26, 2026.

There is a possibility that this tender will also be awarded to the Turkish company "Mescioğlu Mühendislik ve Müşavirlik A.Ş.", which a month ago won the 2.7 million euro tender from the Albanian Development Fund for satellite photography of the territory of Albania.

These millions of euros for satellite services are paid from the state budget, while the 6 million euro contract for the "Albania 1" and "Albania 2" satellites continues to be in force.

Since their announcement, no concrete results have been made public on the use of these satellites for monitoring illegal construction, landslides, dam and bridge control, flood and earthquake warning, fire control, or other safety and environmental phenomena.

The lack of information on the effective functioning of the "Albania 1" and "Albania 2" satellites has led various institutions, including security and anti-crime ones, to continue contracting new satellite services at additional costs for the public budget./ Pamphlet
