More details emerge from the scandal with the Tirana incinerator. SPAK issued 15 arrest warrants the day before, but those who should have been behind bars continue to be immune from justice.
However, in the file signed by judge Irena Gjoka, it is also revealed how the calculation of the 29 Euro/ton fee that the local government units had to pay for waste disposal was arrived at.
During the investigations SPAK found fictitious data placed in the feasibility study, which fictitiously increased the fee. Only for the means of transport, the cost has increased by 3 million euros.
" The value of the means of transport at the time it was used to calculate the construction cost was marked at the value of 750,000 Euros, while when the fee was calculated, the value of the means of transport was set at 3,750,000 Euros.
The differences are presented in the proposed investments for means of transport, where in one case the amount of 750,000 euros was proposed, while in one case it was presented in the amount of 3,750,000 euros. These differences have a direct effect on the determination of the cost per unit of the service provided and consequently on the payments projected by the public authorities in function of the implementation of the concessionary project. At the same time, they question the real values that will be invested by the concessionaire during the implementation process of the concessionaire/PPP project ", the file states.
