In a statement made today in the Parliamentary Laws Committee, the chairwoman of the High Prosecutorial Council, Mirela Bogdani, admitted that in the process for electing the new head of SPAK, a form of "lobbying" is taking place among members of the KLP itself.
Asked if there are political or external pressures for this important election, Bogdani chose to put the situation into perspective, describing it as a "more partisan approach" for the candidates.

For example, one may have, may have a slightly more repressive or punitive approach, someone else may be a little more humane, more liberal, may look at the issue from a slightly broader perspective, so I believe it's more of an internal lobbying to select the best for that structure than pressure. They are all SPAK prosecutors, as I said they have passed all the filters, any of them can be in charge ", he said.
But this statement raises more questions than it answers. If there is no external pressure, who is lobbying within the KLP? Are the members of the High Prosecutorial Council exerting mutual influence for certain names? And if so, is this process based on professional merit or on the interests of groups and currents?
" I personally would prefer a person who may have more prominent managerial openings than others, because when it comes to investigating cases, it is presumed that they are all the same. But up to this moment I have not had any pressure or not, except for suggestions that these are normal in our environment, but not only that, which I would absolutely not call a pressure ," she said.
The KLP, as a constitutional body, must guarantee the independence of the justice system and not allow deviations in the form of internal lobbying. Each member must vote based on individual assessments and not in function of internal alliances.
