From next spring, the first illegal immigrants seeking asylum in Italy are expected to arrive in Albania, as reported in the agreement signed by Italian Prime Minister Giorgia Meloni with Prime Minister Edi Rama.
Indeed, as stated in the protocol published by the Albanian government, there will be only one center within the country that will receive asylum seekers destined for repatriation with accelerated border procedures for a maximum of 30 days. Because in reality the structure in the port of Shengjin will be the host and the rest will be the accommodation center in the Gjadri camp.

When an Italian military vehicle is called to rescue a migrant boat, it will undoubtedly take all the passengers of that boat on board. On the ship – it was explained – there will be no classification of immigrants and no preliminary identification. But, at the same time, Prime Minister Meloni underlined that only adult men will be brought to Albania. Which means that the military vehicle, directly from the place of rescue, will head towards Albania where only the men will land. Women, minors and vulnerable persons, however, will remain on board and will therefore be immediately sent to Italy. And here is the first trip.
iDENTIFICATION
Migrant identification operations will take place in Shengjin. Only here will nationalities be ascertained and asylum claims collected and therefore a distinction will be made between those coming from a country considered safe and those coming from unsafe countries. Apparently (the agreement stipulates) they cannot stay on Albanian soil and therefore Italy will have to take them immediately to Italy where their asylum request will be processed according to the usual way. And we are on our second trip.
DETENTION
Those who are detained instead will have to go through the process of expedited border procedures: therefore they will be detained by order of a police station (probably the one from Bari), but they will have to be able to speak to a lawyer and will wait for the provision to be certified by a judge (at the Bar?) who may also want to hear them. Therefore, with every ban order, there is the fear (at Italy's expense) of a new round trip.
And what will happen if the judges do not uphold the detention of asylum seekers ordered by the police commissioner? Of course, as soon as a judge releases an immigrant, he must immediately be sent back to Italy. The signed protocol specifies in fact that no immigrant can be released in Albanian territory under any circumstances. And so, another trip.
HOMECOMING
However, for those deported within the 30 days provided by the procedure, the repatriation trip to the country of origin must be made immediately. And here, needless to say, the only ones they will probably be able to send home will be the Tunisians, as Italy has no repatriation agreement with any other country and is therefore unable to board them. plane and return them.
