A young man from Elbasan reported that he was shot for 20 minutes in a row in a bar, but the police released the two perpetrators before he left the hospital.
The event took place on October 10, 2023, while the Elbasan prosecutor's office started criminal proceedings only on October 30. So, 20 days after the event! Not only that, but the perpetrators have not appeared before the court at all and that the justice bodies did not receive any medical-legal report.
Ilia Tahiri complained to the editors of the show "Fiks Fare", who said that he was shot by two people for minutes in a bar near a gas station in Elbasan, on the first kilometer of the Elbasan - Librazhd road. " I went inside to get coffee and water. Someone calls me there, 'the boy will come in a second'. I didn't know the person. They hit me, break my teeth, my ribs. They take my pendant and everything I had. They hit me for over 20 minutes. The incident happened on October 10," said the whistleblower.
He explains that before he was shot, he did not argue, they just called him by a different name. " After I said no, they punched and kicked me. Someone hit me from behind. It broke my teeth. There were other people in the bar. Neither intervened. They are not from the same area. I have neither seen them nor have they seen me" , he says.
After the incident, he notified the police and then the patrol escorted him to the hospital. " I had broken ribs. Cracks in the eyes, broken teeth. Totally finished. With blood. After I got out of the hospital, the chief of police told me that these perpetrators were released because they are mentally disabled. We keep them inside for 48 hours. They were released by the police. The case did not go to the prosecutor's office", asserts Ilia.
He explains that the police officer told the family members to forgive the perpetrators.
"I asked these people to pay you for the damage they have done to you. He also told me this other one so that I could beat him in front of you or my brothers" , says the informant, who adds that he did not accept this offer. " I told him that the case will go to the prosecutor's office. They offered me 1 million old lek. People would give me this amount. He said let me take you to his work. I told him if he is mentally disabled he should not work. The officer also knew the location of the job. I only want justice, these people are hiding the incident" , says Ilia.
After the complaint, he goes to meet the officer Asllan Çekrezi who dealt with this case. OPGj tells him that he does not know if the perpetrators have a card or not. He says he can no longer make the confrontation, as he has spoken with the informant's brother. He says the coroner must determine the event. Regarding the reward, OPGJ says that it should be with lawyers and mediators.
"I didn't take them out, but their criminal offense is minor injury in collaboration. I bear responsibility for the criminal offense ", says OPGJ. The citizen asks him if he caught them, while he answers yes. It's not in my hand, but it's in the 'hand' of the law' he answers, as he says that he spoke with the prosecutor on the day of the incident and the prosecutor has decided not to arrest the perpetrators. In the end, the officer tells him that "I have no more business with you, I have revoked your visa, and you should go to the prosecutor's office".
The conversation between the whistleblower and the police officer Asllan Çekrezi took place on October 16, 2023. He told him that he no longer has anything to do with this officer, while informing him that the materials have been sent to the prosecutor's office in Elbasan.
"Fiks Fare" was interested in this prosecution body, asking who released the perpetrators and why they did not appear in court. In response, the prosecution says that the materials came from the Police of Elbasan. But without writing the date when they went. It further affirms that the criminal proceeding with number 1266 was registered on October 30, 2023.
So, a full 20 days after the event! The accusation against the perpetrators is minor injury in cooperation, while it is written that the criminal proceedings were registered after the injured Ilia Tahiri complained about the incident. Meanwhile, the injured party met the case officer a few days after the incident and he told him that the case is in the prosecutor's office. In the end, without giving any other details, the prosecution writes that the perpetrators were not arrested, but were processed at large.
