The territorial division of municipalities is expected to change unilaterally, with the proposal and votes of the majority in the Assembly.

The Socialists are following through on their political boss's request to reduce the number of local units, not drastically, but a little more moderately. According to A2CNN sources, no more than 50 municipalities will be participating in the 2027 local elections.

According to the analysis report of socialist experts, there are 14 local units most at risk according to economic, financial, functional and demographic criteria. The most affected regions are Gjirokastra, Berat, Elbasan, Shkodra, Fieri, but Tirana is not excluded either.

Despite the territorial and electoral calculations of the left, 3 minority municipalities, although with very weak indicators, cannot be affected. The experts' document identifies cases that require special treatment due to historical, cultural identity, national minorities or requests raised during public hearings.  

In order to include some municipalities, the socialists have encountered some difficulties, the long distance of some cities from the centers or neighboring ones. The report specifically singles out Tropoja, Fushë Arrëz and Himara, writing that for these areas the main challenge is not necessarily changing administrative borders.

The majority will wait until July 23 for the opposition, otherwise by early October they must ensure that there is no vote leakage to guarantee the 84 necessary green cards. / A2 Television
