The central administration of the Municipality of Rrogozhina is the most typical and flagrant model of the creation of a closed family and in-laws network, which has captured almost all the main management positions of funds and services, starting from the mayor to the clerk of this municipality.
The "Family Municipality" network in Rrogozhina was created by former mayor Edison Memolla, who was imprisoned on February 9 after the decision of the Special Court of Appeal, which upheld the first instance decision, sentencing him to 1 year in prison for an electoral crime.
Edison Memolla himself, a former immigrant from Italy, was catapulted to the position of Deputy Mayor of Rrogozhina in 2019 by his cousin, the late former mayor Haxhi Memolla, whom he replaced until March 6, 2022, when he won the mandate in the local by-elections.
Immediately after taking office, Edison Memolla appointed family members and in-laws to the leadership positions of the Municipality, creating a management staff with a closed family circle, who, according to the nepotistic chain of functions, propose, decide, sign and seal themselves.

- Edison Memolla , Mayor of Rrogozhina, from March 2020 until February 9, 2026, when he was imprisoned for 1 year for an electoral crime.
- Andi Proshka , former Deputy Mayor of Rrogozhina Municipality, now acting mayor, brother-in-law of the imprisoned former mayor and appointed by him.
- Erinda Proshka-Memolla : Councilor, wife of the acting mayor, Andi Proshka, and daughter of the uncle of former mayor Edison Memolla.
- Xhulia Kalemi, Secretary to the Mayor and Head of the Municipality's Protocol Office, cousin of the former mayor.
- Renato Kalemi , Support Services Specialist, brother of the Secretary and Head of Protocol and cousin of the former mayor.
- Rezart Vogli , Director of Finance of the Municipality of Rrogozhina, cousin of the imprisoned former mayor Edison Memolla.
- Raimonda Vogli , Head of the Municipality's Cultural Center, wife of the Director of Finance, Rezart Vogli.
- Blerina Memolla, Head of Finance, wife of the former mayor's uncle's son.
- Orges Tosku, Director of Education, Sports and Culture in the Municipality, brother-in-law of the former mayor's uncle
- Harun Murrani , Social Service Specialist, cousin of the former mayor.
- Fadil Haliti , Municipality Driver, son of the former mayor's aunt.
- Gëzim Memolla , Public Works Clerk of the Municipality; cousin of the former mayor.
All of these were appointed by the imprisoned former mayor Edison Memolla, creating false files, as if they were selected through competitions and tests, but the only criterion they meet is a family and in-law relationship with the convicted former socialist mayor.
