The Ministry of Education's instruction, which prohibits the use of mobile phones and other connected devices by students and teachers in all pre-university educational institutions in the country, comes into effect.
According to this instruction, students will not be allowed to use mobile phones while on school premises. The devices will be handed in to the appropriate boxes in the classroom at the beginning of classes and will remain turned off or in "Airplane" mode until the end of the lesson.
Teachers are also prohibited from using phones during class, except in emergency cases or for pedagogical reasons approved by the principal.
The instruction stipulates that in case of violation, the device is taken by the teacher and handed over to the principal. The parent is immediately notified and comes to school to withdraw the device. In case of repetition, disciplinary measures are foreseen such as participation in awareness activities or more severe measures for high school students.
Parents have an obligation to cooperate with the school, be informed about the rules, and ensure that their children do not use their phones while at school.
The implementation of the guidance is based on national and international principles and is part of efforts to increase discipline, improve concentration in learning, and strengthen direct communication between students and teachers.
What does the instruction stipulate?
The use of mobile phones and related devices by students during the learning process and while on the premises of the pre-university educational institution is prohibited.
The use of mobile phones and related devices during class hours is also prohibited for teachers, except in emergency cases, as defined in the school regulations, or when the use is directly related to proven pedagogical or organizational needs of the learning process permitted by the school principal.
Any device found or used in an unauthorized manner on school premises is taken by the teacher and handed over to the school principal, until the end of the school day.
Except for urgent needs, students may communicate with their parents or guardians only with the permission of the teacher in charge/school principal. School principals are available to facilitate mutual communication between students and parents in any emergency as provided for in the school regulations.
Accountability
The directorate of the pre-university educational institution (school) has the duty to:
a) të sigurojë në çdo klasë një kuti/sirtar për depozitimin e telefonave celularë dhe pajisjeve të ndërlidhura me to, në rastet kur nxënësi i ka marrë ato në shkollë. Telefoni celular duhet të jetë i fikur ose në modalitetin “Airplane” dhe duhet të vendoset në kutinë e caktuar në klasë në nisje të procesit mësimor dhe deri në përfundim të tij;
b) personeli mësimor është përgjegjës për zbatimin e rregullit në klasë sipas përcaktimeve të bëra në rregulloren e brendshme të shkollës;
c) të përcaktojë në rregulloren e brendshme të shkollës, detyrat dhe përgjegjësitë e drejtuesve të shkollës, mësuesve, oficerëve të sigurisë dhe shërbimit psikosocial, nxënësve, prindërve, të cilat lidhen me zbatimin e këtij udhëzimi;
d) të sigurojë që ky rregull t’i komunikohet të gjithë nxënësve dhe prindit/ve ose personave që ushtrojnë përgjegjësinë prindërore në fillim të vitit shkollor;
e) të organizojë takime me prindërit, për t’i informuar mbi rregullat dhe rëndësinë e zbatimit të tyre. Prindi duhet të konfirmojë që është njohur dhe e pranon këtë rregull;
f) të informojë sipas përcaktimeve në rregulloren e brendshme të shkollës, prindin apo personin që ushtron përgjegjësinë prindërore të nxënësit, përmes fletores së komunikimit digjital në Sistemin e Menaxhimit të Informacionit Parauniversitar (SMIP), për ndalimin e përdorimit të telefonave celularë apo pajisjeve të ndërlidhura me to gjatë gjithë procesit mësimor;
g) të raportojë periodikisht për zbatimin e këtij udhëzimi në zyrën vendore të arsimit parauniversitar (ZVAP) për rezultatet e zbatimit të këtij udhëzimi dhe masat e marra.
Bashkëpërgjegjësia e prindërve
Prindi apo personi që ushtron përgjegjësinë prindërore duhet të bashkëpunojë me shkollën për zbatimin e këtij udhëzimi, duke u angazhuar që nxënësi të mos marrë me vete apo të përdori telefonin celular apo pajisje të ndërlidhura me të, gjatë qëndrimit në shkollë.
Në rastin kur prindi ose personi që ushtron përgjegjësinë prindërore kërkon ta pajisë fëmijën me telefon celular në shkollë apo pajisje të ndërlidhura me të, duhet t’ia bëjë të ditur arsyen e pajisjes që në fillim të vitit shkollor drejtorisë së shkollës dhe duhet të angazhohet t’i bëjë të ditur fëmijës, se telefoni celular apo pajisja e ndërlidhur me të do të fiket apo vendoset ne modalitetin “Airplane” në kutinë/ sirtarin e përcaktuar në klasë/shkollë dhe nuk do të përdoren për asnjë rast gjatë procesit mësimor, përveç rasteve të parashikuara në bashkëpunim me drejtorinë e shkollës dhe të përcaktuara në rregulloren e brendshme të saj.
Procedurat kur ka shkelje
The directorate of the pre-university educational institution, in case of violation of this instruction, is obliged to immediately notify the parent or the person exercising parental responsibility, through the Pre-university Information Management System (SMIP) and other school communication tools. 2. The mobile phone and the devices related to it will be returned to the parent or the person exercising parental responsibility of the student, after school hours, at the time when the parent or the person exercising parental responsibility appears at school and the student is communicated in writing the measure taken by the pre-university educational institution.

In the event of a first violation of this rule by a student, the measure taken will be a “counseling” accompanied by a note from the teacher in charge, who notifies the parent in writing and through the use of the digital notebook in SMIP. This notification also includes the collection and delivery of the mobile phone or related devices to the directorate. The parent, after notification, appears at school to collect the mobile phone and/or related devices.
In the event of repetition of this behavior by a primary school student, it is considered a repeated violation and the following measures are taken against him/her: a) counseling through the School Discipline Committee in the presence of the student and parent; b) participation of the student in special educational and counseling classes/activities or in community activities related to civic and digital education in cooperation with school clubs, of which the parent is also informed.
In the event of a repeat violation by a high school student regarding the prohibition on the use of a mobile phone or related devices, it will be considered a repeated violation and disciplinary measures will be taken against him in an escalating manner, as set out in the school's internal regulations.
Pre-university educational institutions, in order to effectively implement this instruction, in addition to the measures set out in this chapter, may add to their internal regulations other measures for students, of an awareness-raising, sensitization and educational nature.
