The UN organization for the protection of refugees, UNHCR, has announced that it will supervise the implementation of the agreement between Albania and Italy for the transfer of migrants to camps in Albania. UNHCR spokeswoman Louise Donovan confirmed this on Tuesday to the German Catholic News Agency, KNA. Activists for human rights have criticized the agreement for a long time and have spoken against the establishment of migrant camps on the Albanian coast. From September, Italy plans to bring the first migrants to Albania.
According to Donovan, UNHCR plans a quarterly presence there to make sure "that the rights and dignity of the affected persons are guaranteed". The UNCHR will take on an observer but also an advisory role. The focus will be not only on the right to asylum, but also on the respect of human rights and a fair process for persons in need of protection. At the end of the observation process, the UN organization will present its improvement proposals to the Italian government and "other interested actors".
UNHCR is generally critical of agreements on the transfer of asylum processes. According to Louise Donovan, care will be taken that the Albania-Italy agreement "is not an externalization of asylum obligations and that shifts the responsibility elsewhere".
The number of illegal migrants in Italy is decreasing
According to a report by the International Organization for Migration, IOM, in recent months the number of migrants arriving by boat in Italy has dropped significantly. According to IOM data, this number fell by 63% compared to a year ago. However, according to an evaluation analysis of the European Commission, the decrease in the number of migrants arriving by sea is related to the agreements that the EU has reached with the North African countries of the Mediterranean. According to Frontex, in the following year, the number of illegal entries into the EU has decreased. According to the data, 113,000 illegal migrants arrived in the EU by sea or land until July.
But security authorities in the EU warn that migrants are finding new ways to enter the EU illegally. An internal report states that there has been a "great increase in the asylum requests of young Mauritanians at the airport of Madrid, Barajas". They book tickets from the Moroccan city of Casablanca to South America and use transit in Madrid to "tear up passports and seek asylum"./DW
