Journalist Ola Xama said that the mayor of Tirana, Erion Veliaj, is left out of responsibility, even though he committed the same violation as former ministers Koka and Ahmetaj by approving the feasibility study for Tirana's incinerator.
Xama stated that the former administrator of the Tirana incinerator, Klodian Zoto, made the papers himself with the figures he wanted, adding the value of the money that the state budget should pay on behalf of the "Integrated" company.
"The SPAK file for the decision on the recent arrests states that the procedural decisions for the feasibility study by the Ministry of Environment headed by Lefter Koka are considered a violation. If we also look at the file for Ahmetaj, the approval of this feasibility study by the minister of finances is considered a violation. Meanwhile, there is no charge for the one who did the damage and the fault. Meanwhile, in the investigation about the Tirana incinerator where Mr. Veliaj should have been, who is responsible or not, this belongs to justice, but we as citizens, we are interested in him being investigated.
Even Veliaj has approved the feasibility study. Then why are the Minister of Environment and Finance to blame for this, but not the mayor, who was the coordinating authority with the ministry?
There is also another fact. We are taking security measures for 15 people. If you compare the two decisions, from the confiscation decision of August 1, 2023 to this one taken 3 days ago, there is no new criminal fact or evidence. Then why was no coercive measure taken against these persons earlier, but it was set today? Then it makes us doubt that there can be justice with direction, because, for how long, the responsibility of Mr. Tusha, Mr. Simixhiu and other members of the Bid Evaluation Commission for the concession.
