After the departure of Commander-in-Chief Gramos Sako from the Guard of the Republic, the institution has opened the competition for its expansion with 70 more employees, bringing the total number of employees to 1505.
This has forced the socialist majority to be included in the amendment of the law on the Guard of the Republic. The proposed changes bear the signature of the chairman of the parliamentary security committee, Nasip Naço.
He says that it is necessary to determine the conditions and criteria for the selection of the general director of the Guard of the Republic, in order to turn this process into a competitive and meritocratic process.
"The director of the Guard of the Republic must have undergone a competitive process, between the best candidates who meet these criteria, as provided for in the draft law. Only through this way, we ensure a leader who has the vision and skills to respond to the security needs of the Guard of the Republic" , says Naço.
Although this proposal aims at a new and competitive process for the election of the head of the Guard, from the current law for the election of the head of the Guard, one of the main criteria is removed "being an employee of the Guard holding the rank of "First Director" or "Director of high" but another one is added.
The persons who will participate in the competition for the position of the new head of the Guard must have work experience of not less than 10 (ten) years in the field of order or security.
Nasip Naço also proposes changes for the duration of the preservation of other personalities and their apartments, after the end of the mandate. Currently, the Garda has only two former officials in custody. Former president Ilir Meta and former head of the Assembly, Gramoz Ruçi.
While in custody today there are over 100 senior officials for whom, with this legal amendment, it is proposed that there will be no automatic protection after leaving office, but only in those cases where their life or health, or that of their family, is at risk , because of the previous task they performed.
