The International Monitoring Operation recommends the Public Commissioner to appeal the decision of the Independent Qualification Commission confirming in office the prosecutor of Vlora, Aurel Zarka, who was arrested on July 29, 2024.
Zarka is under investigation by SPAK as he is accused of interfering in 8 files, 4 of them for Toyota Yaris as well as in the property investigation of Suel Çela. The breakdown of communications in SKY ECC and Enchro chat, revealed that Zarka had 4 codes with which he communicated on this platform.

Such a decision was taken by ONM after the Public Commissioner requested from SPAK and GJKKO that Zarka's file be made available to him.
"International observers say that the appeal would enable the Special Appeals Chamber to conduct a full investigation of the case, the assessment of the subject's wealth, as well as the assessment of his character and abilities, which would ensure that he really has public trust, the restoration of which is the main goal of the vetting process and the institutions that implement it", the recommendation states.
He even invites the Public Commissioner to read and examine the documents received by SPAK and the Special Court in the ONM premises.
Also ONM learned that the Chief Prosecutor did not appeal the decision of the GJKKO that at the end of July left him in 'prison arrest'
According to SPAK, prosecutor Zarka and other persons are accused of exerting illegal influence in eight criminal cases which are mainly related to organized crime activities such as money laundering or narcotics cultivation.
"The persons under investigation Alfred Vladi, Radovan Çela, Eriona Dautaj and Aurel Zarka, in collaboration and in some cases, have offered and promised irregular benefits to exert influence on justice officials, have accepted promises and accepted irregular benefits for exerted influence on justice officials, offered irregular benefits to justice officials, as well as requested irregular benefits to perform actions related to their function and duty, according to the respective episodes and charges for each of them".

Spouses Shop with sip. 63 m2 bought for 100 thousand euros. Several bank accounts of Zarka were also verified.
