The Shkodra District Council has proposed that judge Astrit Kalaja, killed in the line of duty on October 6, 2025, be declared a "Martyr of the Homeland".
The initiative has also been welcomed by the National Association of Judges, which emphasizes that this was one of the unanimous requests of the Conference of Judges, held on October 9, 2025. According to it, the decision-making of the District Council constitutes an important step towards completing the administrative process for the recognition of this status.
The association has also called on other responsible institutions to accelerate the procedures for the official recognition of the "Martyr of the Homeland" status for Judge Astrit Kalaja, emphasizing that this is the appropriate legal and institutional treatment for any state official who loses his life while performing his duties.
"The National Association of Judges of the Republic of Albania has followed with interest the decision-making of the Shkodra District Council to grant the status of "Martyr of the Homeland" to the judge, Mr. Astrit Kalaja, who was killed on October 6, 2025, in the line of duty. This was one of the unequivocal and unanimous requests of the Conference of Judges held on October 9, 2025 and therefore the decision-making of the Shkodra District Council is welcomed and saluted by the Association as an important step in finalizing the administrative process of recognizing and granting this status. The National Association of Judges also requests and encourages other competent institutions to conclude as soon as possible the process of recognizing and granting the status of "Martyr of the Homeland" to the judge Mr. Astrit Kalaja, with the conviction that this is the dignified and legal treatment of any statesman who is killed. in charge of the task," the statement from the National Association of Judges reads.
On October 6, 2025, Judge Astrit Kalaja was shot inside the courtroom by Elvis Shkambi. Ragip Kurti and his son, Ervis Kurti, who were part of the opposing party in the trial, were also injured in the shooting.
Elvis Shkambi, along with his uncle, Gjon Shkambi, were awaiting the next decision in one of the many court cases related to the ownership conflict with 31 families. The long dispute began in the 1990s, after the Shkambi family acquired a property as the former owners, while 31 families were housed in the same building. This conflict has been accompanied by court cases that have been ongoing for about three decades.
