The Durrës Prosecutor's Office has deepened the investigation into the flooding that occurred in recent days in the coastal city. Durrës is one of the areas most affected by the latest wave of flooding, with dozens of homes damaged as a result of the flooding.
The prosecution is investigating the causes of the flood, while it is reported that today the documents of the new hydroelectric dam in Porto Palermo, a project that cost 19 million euros, were seized.
Suspicions have been raised that this dam, built in 2022, has not been operating at full capacity, which appears to have aggravated the flooding situation. The opposition has raised the claim in public denunciations that the dam was built above grade and does not guarantee the absorption and evacuation of water in real time.
From the reports it is learned that the Prosecutor's Office has seized "the draft of the project study for the rehabilitation of the drainage network infrastructure in the Porto Romanos-Kenët area and the rainwater network system in the urban area of the city of Durrës within the framework of the reconstruction process with a limit fund of 87 million lek". The entire tender procedure for the hydropower plant, as well as the project implementation documents, have also been seized from the Municipality of Durrës.
About 1 week ago, the Prosecution launched investigations into 3 criminal cases: "Abuse of office", "Destruction of property by flooding" and "Destruction of property by negligence".
The prosecution announced that the situation created by the floods prevented "the normal development of educational, state, and health activities, has created blockages of urban and interurban roads, flooding of homes and placing citizens' lives in real danger, flooding of the penitentiary institution, placing the entire region in a state of emergency" and that under these conditions there is sufficient and reasonable evidence that we are facing a criminal act.
"Also, the data shows that as a result of this situation, it is suspected that the death of citizen AH, who turns out to be an employee of the Plazh Municipal Enterprise, has occurred. From preliminary data, there are suspicions that he lost his life because he was swept away by the water flow caused in the place," the Durrës Prosecutor's Office announces.
The Durrës Prosecutor's Office emphasizes that the investigation will determine whether the causes of the flood were natural or resulted from negligence or failure to fulfill their duties by the competent state bodies or local self-government.
