Suspended by the EU, the Deputy Minister of Agriculture: IPARD funds will be

Deputy Minister of Agriculture Dhimitër Kote said that next year the European Union will unlock IPARD funds, giving farmers the opportunity to get support to develop their activity.

"For the year 2025, the scheme will be operational. Each process has its own time, we absorbed IPARD I and II, and we are waiting for the third scheme for 2025, which will be IPARD III",  he said for "Report Tv".

In July of last year, the European Union decided to suspend this support, because IPARD II was involved in investigations by OLAF, related to suspicions of mismanagement of these funds, and then the results of the investigations were submitted to the Brussels authorities. In total, the IPARD II program corresponding to the period 2014-2022 was 94 million euros, of which 71 million euros were EU funding. While the third program, which belongs to the years 2021-2027, is planned in the amount of 112 million euros.

As for the National scheme, Kote said that farmers should unite so that no one is left without support.

"Knowing that 35% of our farms are small, 1 to 10 heads, and the rest is complex because there are also very developed farms with 1,000 heads. But we have thought about both parts. We have told the farmers to unite with a simple agreement act, because all three have nephews, and unite in the name of a farmer", said Kote.

To prove that the union scheme works, the Deputy Minister of Agriculture brought the example of production in greenhouses.

"When you have a production from cows, farmers find the language that this has given us results in the greenhouses. They each have 2 dynym sera and have joined together and benefited from the amount of 4 billion ALL. There are about 600 farmers who have applied in united groups, making about 580-600 hectares of greenhouses. Those who have the same crop, who have olives, who plant wheat, or apples, must plant a crop, and apply for the same scheme. The payment goes to everyone's account based on the area",  he said.

The Deputy Minister explains that, unlike last year, this year all applicants will benefit.

"Unlike last year's scheme, this year all applicants are beneficiaries, it doesn't matter if you applied first or if you applied 5,000" , he said.

The number of beneficiaries this year is expected to reach 72 thousand farmers, and a fund of 54 million dollars will be distributed to them.

"The payment will reach up to 54 million dollars, and about 72 thousand farmers will be included, about 10 thousand farmers more than last year ", concluded the Deputy Minister of Agriculture Dhimitër Kote.

Applications for the national scheme, opened on March 27, will close on April 19, and in the first 24 hours alone, over 10,000 farmers have applied.
