GJKKO has decided that SPAK investigate the former mayor of Kavaja Elvis Roshin.
The Durrës court had closed the investigation against Roshi, after a report by the KLSH for abuse of duty, but with the decision of the GJKKO, the case was transferred to the SPAK for investigation.
From an audit that KLSh had conducted during January 2013-2014, when the municipality of Kavaja was headed by Elvis Roshi, a series of irregularities in the field of urban planning and procurement of public funds were found with economic damage in the amount of 33 million lek. In September 2015, the KLSH reported the mayor of Kavaja, Elvis Rroshi, to the prosecutor's office for abuse of office, as well as 10 employees of this municipality.

In the Special Court of First Instance for Corruption and Organized Crime on 30.11.2023, a criminal claim was registered with no. 23/113 act, due to the declaration of lack of subject matter competence by the Court of First Instance of the General Jurisdiction of Durrës, with object: "Dismissal of criminal proceedings no. 317 of 2017, registered without a perpetrator for the criminal offense "Abuse of duty", provided for by article 248 of the Penal Code", with the applicant party the Prosecutor's Office at the Court of First Instance of the General Jurisdiction of Durrës and the plaintiff the Supreme State Audit .
At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime with a panel composed of judge Rudina Palloj, based on articles 112, 75/a, 128, 128/a, 329, 329/a, 329 /be following the Code of Criminal Procedure, with decision no. 23, dated 26.03.2024, decided:
1) Establishing the absolute invalidity of the request of the Prosecution before the Court of First Instance of the General Jurisdiction of Durrës, with the object: Termination of criminal proceedings no. 317 of 2017, registered for the criminal offense "Abuse of duty" provided for by Article 248 of K. Penal.
2) Passing the acts that are before this court, forwarded by the Court of First Instance of the General Jurisdiction of Durrës, for the continuation of the investigations, the Special Prosecution Against Corruption and Organized Crime.
3) Against this decision, the parties have the right to appeal within 15 days from the day after the communication of the reasoned decision to the Special Court of Appeal for Corruption and Organized Crime
