The former chairman of the Central Election Commission (CEC), Kristaq Kume, has commented on the process of the partial local elections held yesterday in five municipalities of the country, Vlorë, Tepelena, Berat, Cerrik and Mat, where a very low turnout of citizens was observed.
Kume said that the turnout result was not unexpected, arguing that mayoral by-elections usually do not generate high interest among the electorate.
"We did not expect any turnout to be surprised in these elections. I am not surprised by this reaction of the citizens. These were extraordinary elections and were held only for the mayor, while it is known that a good part of the electorate is motivated by the candidates for the municipal council," Kume told "News 24".
According to him, citizens' distrust of politics has become a key factor in the decline in election participation, due to the behavior of the main political forces.
"One reason that needs to be looked at carefully is the demotivation of voters due to what the main political actors in the country, the majority and the opposition, who have great responsibilities, are doing. Their behavior over the years has led to what makes citizens distrustful," he stressed.
Kume praised the opposition's effort to compete with independent candidates in these elections, but stressed that this initiative was not accompanied by real cooperation among opposition forces.
"The opposition did well to find this path with the independent candidates to be together, but they did nothing to concretely realize this," said Kume.
He also criticized the new opposition parties, which according to him "did not aim to create synergy for a positive result, but to avoid responsibility."
"It was their proposal to find a non-political candidate, but after this was achieved, it seems they were not interested in achieving a result, but in avoiding responsibility," Kume concluded.
