Anila Bisha's lawsuit echoes in international media...
Albania's Minister of State for Digital Intelligence, the world's first virtual official, may be left faceless, after the actress she was modeled on sued the government.
In August 2025, Prime Minister Edi Rama attracted international attention when he floated the idea of a minister or prime minister based on artificial intelligence. A month later, he introduced Diella, an AI-powered official with a mission to fight corruption in public procurement.
Diella was previously known to citizens as a chatbot on the government's electronic services portal, e-Albania. The avatar was built using the face and voice of actress Anila Bisha, based on a contract that ended on December 31, 2025. Her appointment as minister in September last year was accompanied by a virtual appearance in Parliament, broadcast internationally.
According to reports in several local media outlets, Bisha has sued the Council of Ministers, the Prime Minister, a private company involved in the project, and the National Agency for the Information Society (AKSHI). She claims that the government has continued to use her image beyond the term and purpose specified in the contract, which was limited only to the e-Albania platform.
In court documents published by the media, Bisha is seeking an injunction to immediately ban the use of her image until the end of the legal process. She claims that the unauthorized use of her likeness has caused her significant and irreversible harm.
In a television interview in September last year, Bisha stated that he had recorded numerous video and audio materials for e-Albania's chatbot for a limited period and for a symbolic fee, without granting permission for other uses.
Government spokeswoman Manjola Hasa told POLITICO: "Albania is a free and democratic country where, like in any country without censorship, citizens are free to think and act through legal channels against the government. In our opinion, this lawsuit is unfounded, but we welcome the opportunity to finally resolve it in court."
